초록

본 논문은 도전받고 있는 탈냉전기 미국 주도 자유국제주의 질서의 지속성 여부를 전간기 파국으로 끝난 자유주의 국제질서와의 대별 속에서 미 동맹체제의 변화 양상 분석을 통해 살펴보고자 하였다. 현 자유국제주의 질서는 2000년 대 후반 이후 여러 면에서 심각한 도전을 받아오기 시작했는데, 군사안보적 측면에서도 마찬가지였다. 유럽에서는 러시아가 NATO의 동진에 위협을 느끼고 반발하며 대립각을 세워왔고, 아시아에서는 중국의 공세적 행보로 2차 대전 이후 형성된 샌프란시스코 체제가 위협받고 있는 상황이다. 그러나 이런 도전에 직면한 미국은 냉전 종식 이후에도 해체하지 않고 꾸준히 확장, 유지해온 자국 주도 동맹체제를 강화 내지 변용함으로써 자국의 영향력과 자유국제주의 질서 수호에 버팀목으로 활용하고 있다. 이는 현 자유국제주의자들이 국제기구와 국제법에만 주로 의존했던 전간기 자유주의자들과 달리 권력정치적 요소인 동맹체제까지도 함께 활용하는 차별성을 보여준다. 또한 바로 그 점으로 인해 결국 탈냉전기 자유국제주의 질서는 당면한 도전들을 극복하고 오랜 기간 더 지속될 것으로 전망된다.

Abstract

This paper aims at probing continuation of the current liberal international order with an analysis of the changing features and direction of the U.S.-led alliance systems in Europe and Asia. Just like other areas, the current liberal international order has been facing serious challenges militarily since the late 2000’s. It is mainly because Russia in Europe and China in Asia. Under this situation, the U.S. has attempted to maintain both its influence and the liberal international order by strengthening and realigning its alliances. This means that unlike interwar liberals who had emphasized largely international organizations and laws following idealism, the current liberals understand and also utilize real-politik aspects of international politics. It is exactly such a difference that will help the current liberal international order last longer than the interwar liberal order.
