신 국제질서의 등장과 한국 외교: 동맹전략을 중심으로

2차 대전 이후 정착 및 공고화된 자유주의 국제질서는 냉전 종식을 계기로 전 지구적 차원으로 급속히 확산되었고, 그로 인해 지난 30년 간 세계화는 인류 역사의 보편적인 경향이 되었다. 하지만 2008년 글로벌 금융위기를 시작으로 국제질서의 구조적 균열이 생겨나기 시작했고, 브렉시크, 트럼피즘, 강대국 이기주의, 극우 포퓰리즘과 같은 반(反) 자유주의 국제질서 특징들이 적극 전개되었다. 대부분의 전문가들은 현 국제질서를 대체할 새로운 질서가 등장할 가능성은 낮지만, 지금의 질서가 일정 수준의 구조조정을 경험할 것이라는 데에 동의한다. 한반도는 지리적, 지정학적 및 지경학적 특성 상 국제사회와의 의존도 및 결합도가 매우 높다. 더욱이 분단이라는 안보 상황으로 인해 국제안보환경에 매우 민감하게 반응할 수밖에 없는 운명이다. 한국은 지난 70년간 초강대국에 둘러싸인 안보환경을 오히려 적극 활용하여 현재와 같은 평화와 번영을 이룩하게 되었다. 지난 70년 동안 한미동맹이 한국 외교안보정책의 가장 중요한 핵심 자산의 하나로 작용했듯이, 향후에도 한미동맹이라는 세계 최고 자유주의 연대를 통해, 한반도 문제는 물론 글로벌 문제에 대한 책임감을 공유해야 할 것이다. 구체적으로 ‘동맹 어젠다의 확장성’과 ‘양자-다자 관계의 확장성’을 통해 향후 한국의 외교안보이익이 더욱 적극적으로 확보되는 전략이 필요한 때이다.
Abstract
The current liberal international order initiated and consolidated after World War II, and it has been dramatically expanded with the end of the Cold War to every corner of global society. It is said that the liberal international order has faced a series of structural problems such as Brexit, Trumpism, political populism, the rise of China since the global financial crisis of 2008. Many scholars and policy-makers in international society generally agree that there is no substitute to replace the current liberal international order. At the same time they also agree that to some degree structural adjustment of the order is inevitable. Korea heavily depends on international security circumstance due to its geographic, geopolitical and geoeconomic characteristic features. For the last 70 years the ROK-US alliance has been the center of Korea’s most reliable diplomatic and security option to guarantee the current political and economic achievement. In the umbrella of the most advanced liberal alliance partnership between the two countries, they need to design new alliance policies such as ‘agenda-oriented’ expandability and ‘bi-multilateral security connectivity’ of the alliance.
