초록

본 연구는 2018년 이래의 한반도 평화프로세스가 시작된 원인과 동학에 대한 분석을 통해 향후 북미관계를 전망하고 그것이 갖는 정책적 함의를 도출하려는 시도이다. 특히 본 연구는 정권과 행위자 차원의 변수들보다는 국가 차원의 구조적 변수들에 주목한다. 구조적 조건의 핵심은 바로 ‘손실의 영역’으로의 진입과 증대된 ‘현상타파 압력’이다. ‘위기’라는 표면적 모습과 달리 북미 양자는 ‘붕괴의 시간표’와 ‘핵무력 완성의 시간표’라는 서로 다른 전망에 기반하여 3차 북핵위기의 기간 동안 ‘새로운 핵전략의 전면화’와 ‘핵능력 완성’이라는 각각의 ‘이익’을 거두어 왔으며 2017년 말은 이러한 셈법이 더 이상 지속될 수 없는 상황이었다는 것이다. 따라서 북미관계에 대한 향후 전망 및 우리의 대응과 관련한 고민들은 이와 같은 구조적 압력을 이해하고 이를 현 시점에서 정확히 재평가하는 것에서 시작되어야 한다.

Abstract

This study is an attempt to predict future U.S.-North Korea relations and derive policy implications through analysis of the causes and dynamics of the peace process on the Korean Peninsula since 2018. In particular, this study notes structural variables at the national level rather than those at the regime and actor levels. At the heart of the structural conditions are the entry into the 'domain of losses' and the increased 'pressure of revison '. Unlike the ostensible appearance of a "crisis," both North Korea and the U.S. have been collecting their respective "gains" during the third North Korean nuclear crisis based on different prospects of "timeline of collapse" and "timeline of completion of nuclear weapons." Therefore, the concerns related to the future prospects for North Korea-U.S. relations and our response should begin by understanding this structural pressure and reevaluating it accurately at this point.
