Abstract

This article suggests that political polarization in the electorate can be divided into ideological polarization that has constructive effects on democratic and affective polarization that has destructive effects on democracy. It proposes that political polarization in the electorate can be understood either as a phenomenon of partisan divergence that implies increasing inter-camp heterogeneity or as a phenomenon of partisan sorting that implies increasing intra-camp homogeneity. It argues that the choice of voters based on ideological partisan divergence or sorting can be conducive to democratic development while that based on affective partisan divergence or sorting can expedite democratic backsliding. Its empirical findings from the 2012 and 2022 presidential elections in South Korea are as follows. First of all, while ideological and affective partisan divergences in the electorate have made progress for the past ten years, they have been still far from bimodal distribution. Second, while ideological partisan sorting in the electorate has made progress, there has been still substantial overlapping between the progressive and conservative camps. Third, affective partisan sorting in the electorate has made such progress that the overlapping has virtually disappeared between the progressive and conservative camps. Fourth, in the 2012 presidential election ideological partisan sorting influenced the choice of voters while affective partisan sorting did not. Fifth, in the 2022 presidential election affective partisan sorting influenced the choice of voters while ideological partisan sorting did not. The 2022 presidential election that showed the effects of affective partisan sorting was increasing while that of ideological partisan sorting was decreasing may make South Korea’s party politics vulnerable to democratic erosion.
