해상수송로 안보와 미국의 외교정책: 레이건 행정부의 쿠웨이트 유조선 군사적 보호 결정

본 연구는 해상수송로 안보와 미국의 군사력 사용 결정이라는 외교정책 간의 관계를 충분히 설명하지 못했던 기존 연구를 보완하기 위해 1987년 페르시아만에서 미국의 군사력 사용 결정 동인을 분석한다. 이를 위해 본 연구는 백악관 국가안전보장회의(National Security Council) 자료를 포함한 1차연구자료를 활용하여 국가 내 정책결정자 수준에서 군사력의 사용 결정 과정을 분석하고, 해상수송로 안보와 소련 견제라는 주요한 두 요인이 군사력의 사용 결정 과정에서 어떤 역할을 했는지 분석한다. 정책결정자 수준에서의 분석 결과, 군사력의 사용 결정 과정에서 해상수송로 안보에 대한 고려가 위기 대응 초기 단계에서부터 상대적으로 중요한 역할을 했고, 미소냉전의 국제정치 구조 즉, 소련에 대한 견제는 그 영향력이 상대적으로 작았다. 해상수송로 안보의 역사적 중요성과 미국이 중국과의 경쟁을 위해 인도-태평양 전략을 추진하며 해상수송로 안보를 위해 지속적인 노력을 하는 상황을 고려할 때, 해상수송로 안보는 미국 외교정책을 이해하는 데에도 여전히 중요하다.
Abstract
This paper investigates the causes of the U.S. decision to use military force during the Persian Gulf crisis in 1987. I employ primary sources of the National Security Council to trace the decision-making process. I analyze the roles and the relative significances of the two factors in the U.S. decision to use military force: sea lane security and the Soviet Union factor. The research result indicates that the decision makers’ consideration for the Persian Gulf sea lane security profoundly impacted the U.S. decision to use military force. Given the historical importance of sea lane security and the U.S. recent commitment to its Indo-Pacific Strategy, the implication of this research is still valid.
