본 연구는 전략적 내러티브가 정책의 정당성과 방향성을 형성하는 데 중요한 역할을 하며, 궁극적으로 전략적 목표와 의도를 투영하는 수단이라는 점에 주목한다. 이러한 문제의식 아래, 본 논문은 “북핵 문제에 대한 중국의 전략적 내러티브는 어떻게 구성되어 있으며, 이를 통해 중국은 어떤 전략적 목표를 추구하는가”라는 연구 질문을 중심으로, 시진핑 시기 중국의 북핵 문제 관련 전략적 내러티브를 체제, 정체성, 정책 차원에서 분석한다. 이를 통해 중국이 대북 정책을 정당화하고 국제안보질서에서 자국의 역할을 강화하려는 방식을 탐구한다. 본 연구는 전략적 내러티브 이론을 바탕으로, 체제 내러티브, 정체성 내러티브, 정책 내러티브라는 세 가지 차원으로 구성된 동심원 구조의 분석 틀을 제시하고, 이를 적용하여 중국의 전략적 내러티브가 각 차원에서 어떻게 구성되고 대북 정책의 정당성을 어떻게 형성하는지를 심층적으로 분석한다. 나아가 이러한 내러티브가 국제안보질서 및 거버넌스에 미치는 함의를 규명함으로써, 국제안보질서 재편 과정에서 드러나는 중국의 전략적 의도를 조명한다. 이를 통해 본 연구는 중국의 전략적 내러티브가 단순한 대북 정책 정당화를 넘어, 국제안보질서 재편과 중국의 국제적 역할 강화를 위한 전략적 수단임을 보여주며, 이에 대한 심층적 분석의 필요성을 강조한다.
Abstract
This study examines the critical role of strategic narratives in shaping policy legitimacy and direction, ultimately serving as a means of projecting strategic objectives and intentions. Centered on the research question—“How are China’s strategic narratives on the North Korean nuclear issue constructed, and what strategic objectives does China pursue through them?”—this paper analyzes China’s strategic narratives during the Xi Jinping era across three dimensions: system, identity, and policy. It explores how China utilizes these narratives to justify its North Korea policy and reinforce its role within the international security order. Grounded in strategic narrative theory, this paper presents a concentric analytical framework comprising system, identity, and policy narratives. Applying this framework, it provides an in-depth analysis of how China’s strategic narratives are constructed at each level and how they contribute to legitimizing its approach to the North Korean nuclear issue. Furthermore, the paper examines the broader implications of these narratives for the international security order and global governance, shedding light on China’s strategic intentions amid ongoing shifts in the global security landscape. This paper argues that China’s strategic narratives function not only as tools to justify its North Korea policy but also as instruments for reshaping the international security order and enhancing China’s global role. The findings underscore the importance of deeper analysis of China’s strategic narratives as an integral part of its broader international security strategy.
