중국의 글로벌 거버넌스 전략 내러티브 분석: 글로벌 안보, 발전 및 문명 이니셔티브를 중심으로

초록

시진핑 집권 이후, 중국은 글로벌 거버넌스 역량 강화와 체제 개혁에 중점을 두고, 담론력 강화를 통해 국제적 영향력을 확장하고 글로벌 거버넌스 체제를 자국의 가치와 이익에 더 잘 부합하도록 재구성하기 위해 글로벌 거버넌스에 관한 중국 특색의 전략적 내러티브(strategic narratives)를 적극적으로 발전시켜 왔다. 이러한 맥락에서, 본 연구는 시진핑 정부가 최근 발표한 글로벌 거버넌스 관련 세 가지 이니셔티브들에 대한 내러티브 분석을 통해, 글로벌 거버넌스에 관한 중국의 전략적 내러티브가 최근 어떻게 진화했으며, 중국이 자신의 목표와 의도를 이러한 전략적 내러티브에 어떻게 투영하는지를 분석하는 데 초점을 맞춘다. 먼저, 전략적 내러티브와 사회 정체성 이론(social identity theory)에 관한 이론적 논의를 검토하고, 이를 바탕으로 중국의 내러티브 전략을 살펴본다. 그다음, 중국의 글로벌 안보 이니셔티브, 글로벌 발전 이니셔티브 및 글로벌 문명 이니셔티브에 대한 내러티브 분석을 통해, 글로벌 거버넌스에 관한 중국의 전략적 내러티브의 특징과 최근 양상을 확인하고, 중국이 목표와 의도를 투영하기 위해 어떠한 내러티브 전략을 활용하는지를 분석한다. 이러한 분석을 통해, 중국은 글로벌 안보, 발전 및 거버넌스에 대한 전략적 내러티브를 구성하는 데 있어서 사회적 이동성 전략과 사회적 창조성 전략, 사회적 경쟁 전략을 필요에 따라 혼합적으로 활용하고 있지만 공통적으로 사회적 경쟁 전략의 활용이 두드러지게 강화된 것을 확인한다.

Abstract

Since Xi Jinping took office, China has increasingly focused on strengthening its global governance capabilities and reforming the global governance system. By enhancing its discursive power, China seeks to expand its international influence and reshape the global governance system to better align with its own values and interests. To this end, China has actively developed strategic narratives with distinctive Chinese characteristics for global governance. This study aims to examine the recent evolution of China’s strategic narratives on global governance and how China projects its goals and intentions through these narratives by analyzing three key global governance initiatives introduced by the Xi administration using a narrative analysis approach. First, this study reviews theoretical discussions on strategic narratives and social identity theory, then examines China’s narrative strategies within this theoretical framework. Building on this foundation, it conducts a narrative analysis of China’s Global Security Initiative, Global Development Initiative, and Global Civilization Initiative to explore the characteristics and recent trends of China’s strategic narratives on global governance, as well as the narrative strategies China employs to project its goals and intentions. The analysis reveals that, while China utilizes a combination of social mobility, social creativity, and social competition strategies in constructing its strategic narratives on global security, development, and governance, there is a particularly notable emphasis on social competition strategies.
