이글은 이명박·박근혜와 영국 대처 정부에서 초래된 공영방송의 정치적 종속과 위기가 비슷하다는 문제의식에서 출발하였다. 이는 기존의 공영방송 연구에서 이루어졌던 ‘선진적 BBC와 후진적 KBS’ 도식을 비판하고자 하는 문제 제기이다. 대처정부의 일부 공영방송 수장들의 독립성은 BBC의 자율적 전문직주의를 의미하기 보다는 보수당 지배그룹 내부의 분열에 기인하였다. 보수당 내에 대처 수상이 이끄는 그룹들이 방송의 면허 경매, 사유화된 채널4와 수신료의 가입요금제 전환을 주장한 반면, 보수당의 주류 그룹들은 공공서비스 방송을 지속하면서 점진적인 시장자유화를 선호하였다. 보수당 주류그룹들의 뒷받침으로 일부 BBC 경영위원장과 사장들이 소수그룹인 대처수상과 대립하는 것이 가능하였다. 결론적으로 BBC 모델은 자율성에 근거한 전문직 방송모델이라기 보다는 한국공영방송보다는 느슨한 후견주의가 작용하는 방송모델이라는 것이다.“
Abstract
This article started from the awareness that political crisis of public service broadcasting brought about by Lee and Park and the British Thatcher government were similar. This is a presentation of problem to criticize the scheme of 'advanced BBC and backward KBS' in the existing public broadcasting research. The independence of some government television stations in the Thatcher government was not due to the autonomous professionalism of the BBC, but rather to the division within the Conservative ruling group. groups in the Conservative Party advocated a license auction, a privatized channel 4 and a subscription-based fee, while conservative mainstream groups favored gradual market liberalization while continuing to broadcast public services. Backed by the Conservative mainstream groups, it was possible for some BBC chairpersons and bosses to confront a minority group, Thatcher prime minister. In conclusion, the BBC model is not a professional broadcasting model based on autonomy, but rather a looser clientalistic broadcasting model than Korean public broadcasting.
