노무현·이명박 대통령의 대일외교신념과 외교정책결정: 한·일 독도분쟁을 중심으로

초록

노무현·이명박 대통령의 대일외교는 공통적으로 임기초반 협력적 관계에서 중·후반으로 갈수록 양국 관계가 경색되는 패턴을 보였다. 두 정부의 패턴변화에 주목해 한일 관계의 갈등 상황이나 원인을 밝히는 연구들이 시도되어왔지만, 일본 내 정치구조변화와 한국의 과잉대응에서 그 요인을 찾는 등 연구대상이나 연구경향이 제한적이었다. 이 논문은 외교정책결정 맥락과 연계되어있는 노무현·이명박 대통령의 외교신념에 대해 분석했다. 두 대통령의 대일 외교신념은 그들의 외교정책결정 행위에 영향을 줄 것을 전제하고, 외교신념과 실제 외교행위와의 관계를 밝히고자 했다. 노무현·이명박 대통령의 대일외교신념과 독도 분쟁과정에서 외교행위의 운영코드 유형 분석을 통해 신념과 행위사이에 유사성이 존재한다는 것을 발견했으며, 이들의 전략성향이 유사한 결과를 보였다. 또한 다른 환경의 두 대통령이 유사한 대일외교 패턴이 도출된 것에 관해 개입되는 상황적 요인의 작용에 대해서도 살펴봤다. 일본의 도발과 권력자원의 감소, 그리고 반일정서 확산으로 인한 정부대응변화에 관한 국내요구는 두 대통령의 대일외교 기조를 전환하고, 강경한 행위변화를 이끌어내는 동력으로 작용했음을 확인하였다.

Abstract

The foreign policies of President Roh Moo-hyun and Lee Myung-bak towards Japan showed a common pattern in which the diplomatic relations between Korean and Japan shifted from cooperative relations in the early years of office to conflict in the latter half. Although there has been some research conducted to analyze the bilateral conflicts and their causes focusing on such change in the patterns of the two governments, the subjects and patterns of such research have been limited to, for example, focusing only on change in the political structure of Japan and Korea’s overreaction. This paper analyzed the diplomatic beliefs of the two presidents that are linked to their decisions on foreign policies. The goal of this study is to analyze the relationship between the two presidents’ beliefs and their actions on the premise that their diplomatic beliefs towards Japan affect their decisions on foreign policies. By analyzing the operational codes of the two presidents' beliefs towards Japan and their diplomatic responses during Korea-Japan dispute over Dokdo, this study had found that there was a link between their beliefs and actions while their strategic propensities showed similarities. This paper also looked at the effects of situational factors that may have affected the two presidents in different circumstances to have similar diplomatic patterns towards Japan. This study has confirmed that external stimulus like Japan's provocation, a decrease in political resources, and the domestic call for a change in government responses with widespread anti-Japan sentiment served as a driving force for the two presidents to change their stance on their foreign policies towards Japan and to take bold action for change.
