양식수산물재해보험의 국가재보험제도 검토 및 개선방안

본 연구는 양식수산물재해보험의 현행 국가재보험제도를 검토하고 개선방안을 마련하는 것을 목적으로 한다. 현행 국가재보험제도 하에서 경험손해율과 시뮬레이션 방식을 이용하여 분석한 결과 민영보험사들은 상당한 이익을 보는 반면 국가는 큰 손실을 초래하는 것이 확인되었다. 현행 국가재보험제도를 개선하기 위하여 농작물재해보험에 도입된 미국식 국가재보험제도를 적용해 보았다. 그 결과 미국식 제도가 국가의 손실을 감소시키며 국가재보험기금의 안정성도 개선시키는 등 효과적인 것으로 나타났다.
Abstract
This study evaluates our current reinsurance system for aquaculture insurance in Korea and suggests improvements on the system. We find that the government has made big losses while private insurance companies have received high gains under the current reinsurance system based on two different approaches, historical data analysis and simulation. To improve the current system, we apply the U.S. reinsurance system which was introduced in crop insurance in Korea. Our results show that the U.S. reinsurance system improves our current reinsurance system for aquaculture insurance by reducing the government’s loss and stabilizing the balance of reinsurance funds.
