Abstract
From 1975 to 1990, the Europeans developed the CSCE(the Conference on Security and Co-operation in Europe), as a multilateral forum for dialogue and negotiation. The CSCE contributed to managing the historic change in Europe and respond to the new challenges of the post-Cold War period. From the Paris Summit in November 1990 summit talks and meetings became more regular. The CSCE's work thus became more structured. Reflecting this change, the 1994 Budapest Summit changed its name to the Organization for Security and Co-operation in Europe(OSCE). Today, the OSCE comprises 55 participating states from the region stretching from Vladivostok to Vancouver, including the United States, Canada and the former Soviet Union. All states participating in this organization's activities have equal status and decisions are made on the basis of consensus. Unlike in Europe, in Northeast Asia, no region-wide security regime was created, mainly due to the diverse histories, cultural roots, and the peculiar local patterns of rivalry and enmity among the four regional Powers. With the end of the Cold War, there is a growing need to reduce military uncertainties in the region. Among various ways to suppress disputes and establish security in Northeast Asia, formation of a regional multilateral security and cooperation regime like the CSCE/OSCE is recommendable. In fact, the CSCE/OSCE has been established as a primary instrument for early warning, conflict prevention, crisis management and post-conflict rehabilitation in Europe. In this sense, a study on the success of the formation of the CSCE/OSCE and the works of its institutions gives an importance to create a region-wide multilateral security regime in Northeast Asia. In the long term, for this, we need to develop a regional dialogue like six party talks in Northeast Asia.
