유럽통합은 단일의 강대한 유럽합중국을 건설하는 것이 아니라 국가들의 연합체적 성격이 강하다. 이 과정에서 지방의 부활이 주목받고 있는데 지역들로 구성된 유럽론이 바로 그것이다. 보충성의 원칙에 근거하여 지방적 정체성이 과거에 비해 활발하게 개진되고 있으며 지방의 국제화 내지 세방화의 논의가 주목된다. 이탈리아의 사례는 이러한 상황을 대변하고 있다고 보이며 신지방주의에 입각하여 부실한 민족국가보다는 지방화와 유럽화를 동시에 선호하고 있다. 실제로 이탈리아인들의 유럽인 의식은 통합 초기에서부터 줄곧 높은 상태로 유지되어 왔으며, 1990년대 이후 경제침체기에도 상대적으로 높은 수치를 보여주었다. 최근 이탈리아에서 진행되고 있는 탈중심화와 권한이양의 작업은 이상의 변화와 조응하여 새로운 지방모델을 형성하고 있다고 보여진다. 문제는 이러한 상황이 요새화된 유럽으로 향하는 것이 아닌가하는 의구심이다. 특히 동유럽국가들에 대한 유럽연합의 확대는 새로운 도전을 창출하고 있다. 결론적으로 지방적, 국가적 그리고 유럽적 차원을 포함하는 다층적 정체성의 전망은 여러 난관에도 불구하고 장기적 미래를 감안할 때 통합의 대세라고 판단된다.
Abstract
European integration, properly understood, is not a making of the United States of Europe, rather of the United Europe of the States. This means that individual member states still have strong influence on the matters of the Union. Under the principle of subsidiarity, local dimension draws particular attention and localized globalization is the main point at issue. Italian case could tell us a lot for this transformation. In fact Italians have shown so far a Europhilia attitute toward the integration process from the very beginning. This is partly because the Unification in the 19th century was a unfinished project and making Italian has been a burden and at the same time a chronic disease to the social development. Recently it is developed a new form of localization in Italy, so called a neo localism. Many endeavors of decentralization and devolution are also made which will be in the long run harmonious to the thesis of Europe of the Regions. This paper concludes that local, national and European dimensions could preferably form a multiple identification for the prospective vision of the European integration.
