지난 2005년 9월 독일총선에서 승리한 보수 야당인 기민기사련(CDU/CSU)은 기존 집권 사민당(SPD)과 대연정을 구성하고, 안겔라 메르켈(Angela Dorotea Merkel)이 독일 역사상 최초의 여성총리로 선출되었다. 독일식 사회보장국가(Sozialstaat)로 대변되는 국가체제에 대대적인 개혁의 필요성과 소위 ‘독일병’을 치유하기 위한 정치적 합의 도출의 결과로 출범한 이번의 대연정과 동독출신 여성총리의 등장은 통일 15년이 지난 독일사회가 지닌 전반적인 문제의식과 내적통합을 향한 새로운 정치적 실험으로 여겨진다. 본 논문에서는 독일의 대연정으로 새로이 등장한 안겔라 메르켈의 정치적 리더십의 문제를 통일독일의 내적통합의 문제와의 연관 하에 살펴보았다. 이를 위해 먼저 2005년 독일 총선의 결과인 대연정의 의미와 정치적 역할을 살펴보고, 독일 최초의 여성 총리인 안겔라 메르켈의 정치적 리더십의 본질에 대한 규명을 시도한다. 또한 안겔라 메르켈의 정치적 리더십에 대한 향후 전망을 통해서 대연정 이후 독일 정치의 미래상을 살펴보았다.
Abstract
In Germany's general election in 2005 September, the conservative opposition party(CDU/CSU) who survived the election organized a great coalition with the SPD, and Angela Dorotea Merkel was elected as the first woman chancellor in Germany. From political agreement deduction, the appearance of the great coalition and the first woman chancellor from East Germany resulted in order to reform the nation's systems and to cure what is called the ‘Germany illness’. This seems to be a political experiment for toward the overall problems Germany has had and for the last 15 years and internal integration. Under the relation with the united Germany's internal problems, the newly appeared Angela Merkel's political leadership matters from Germany's great coalition has been examined in this paper. To do so, the results of Germany's 2005 general election and the meaning of great coalition and political roles were first looked over. Second, there was an attempt to examine Germany's first woman chancellor Angela Merkel's political leadership substance. We will also be looking into Angela Merkel's leadership for Germany's political future after the great coalition.
