초록

본 논문의 목적은 빈곤문제를 해결하기 위한 새로운 패러다임으로 유럽연합을 비롯해 많은 선진국가에서 관심을 보이고 있는 사회적 배제 개념의 한국적 적용가능성을 살펴보는 것이다. 빈곤의 문제를 기존의 경제적 개념에서 더 나아가 복합적이고 다차원적인 관점에서 재조명하는 사회적 배제(social exclusion) 개념은 빈곤과 사회적 차별현상이 심각해지고 있던 유럽연합(European Union) 각국으로부터 많은 주목을 받게 되었다. 유럽연합의 빈곤극복에 대한 노력은 국가별 사회적 배제 극복정책 수립으로 이어져 유럽연합차원의 공동목표와 이에 따른 국가행동계획(National Action Plan: NAP)을 수립하는 등 구체적 방안으로 제시되고 있다. 최근 들어 우리사회에서도 빈곤이 기존의 전통적인 빈곤집단이라 규정할 수 있는 실업자나 장애인, 노령층에 집중되지 않고 일하면서도 빈곤한 근로빈곤층(working poor)이나 이혼 가구주 등 다양한 영역과 계층에서 발생되고 있다. 이에 따라 빈곤의 문제를 경제적 차원에서 국한된 것이 아니라 보다 다차원적인 시각에서 조명하고 분석할 수 있는 개념적 도구와 방법론적 세련화가 요구된다고 할 수 있다. 본 논문에서는 유럽연합의 사회적 배제 논의를 통해 개념과 지표들을 살펴보고 이를 기초로 한국의 사회적 배제 측정을 위한 사회적 배제 영역과 지표를 제안하고자 한다. 한국의 사회적 배제 측정을 위한 배제의 영역은 크게 8가지 영역으로 경제, 실업, 근로, 주거, 교욱, 건강, 가족과 사회적 관계망, 사회적 참여로 요약될 수 있다.

Abstract

The aim of this paper is to examine the applicability of the concept of ‘social exclusion’, which is regarded in advanced countries as a new paradigm to tackle poverty, to Korea. In the countries of the European Union (EU), where poverty and social inequality have become a big policy issue, great attention is now given to the concept of social exclusion to deal with poverty-related economic issues and beyond. Efforts to overcome poverty in the European Union has led to the establishment of national policies against social inequality. As a result of this development, concrete policy instruments such as the common goals at the EU level and the National Action Plans have been established. Recently in Korea, poverty is observed not only in the traditional poverty groups such as the unemployed, the disabled and elder people, but also in other groups like the ‘working poor’ and divorced households. In this respect, a new conceptional apparatus and more sophisticated methodologies are needed to address the problem of poverty from a broader and multi-dimensional perspective. This paper examines the EU-wide discussion of the concept of social exclusion and identifies the areas of social exclusion in Korea and proposes indicators. The identified areas of social exclusion are economic poverty, unemployment, housing, education, health, family and social networks, and social participation.
