김정일시대 북한의 대유럽외교정책 연구-대내외 환경요인(1998-2002) 분석을 중심으로

초록

본 논문은 1998년부터 2002년까지 북한에 의해서 전개된 대유럽외교정책의 대내외 환경요인을 분석하고, 이 결과를 바탕으로 북한과 유럽연합 회원국들 간 관계의 변화 가능성을 검토함으로써 향후 변화전망에 대해 살펴보고자 한다.이 시기에 북한이 추진하였던 대유럽외교정책의 환경요인은 크게 대외적 환경요인과 대내적 환경요인으로 구분하여 살펴볼 수 있는 데, 대외적 환경요인은 첫째, 현실 사회주의 진영의 몰락과 미국 중심의 탈냉전세계질서로의 재편, 둘째, 핵미사일 문제와 북미/일 관계의 교착, 셋째, 김대중 정부의 대북 포용정책과 남북관계 개선 등으로 압축될 수 있다. 그리고 대내적 환경요인으로는 김정일 지도력의 안정화 및 공고화, 그리고 강성대국의 건설과 지속된 경제난의 해소를 꼽을 수 있다.이에 비추어 볼 때 이 시기에 전개되었던 북한의 대유럽외교정책은 자국의 정치 및 경제적 실리를 위해 추진된 것이며, 특히 경제적 실리획득에 무게를 둔 것이라고 할 수 있다. 이에 반해, 유럽연합 회원국들은 정치적 실리 획득에 비중을 두고 북한과의 관계에 임하였던 것이라 볼 수 있다. 따라서 향후 북한과 유럽연합 회원국들 간의 관계는 서로 추구하고자 하는 이익들 간 편차의 변화에 따라 크게 영향을 받을 것이라 전망된다.

Abstract

The purpose of this article is to analysis internal and external factors of North Korean foreign policy toward EU from 1998 to 2002 and examine the changes of North Korea-EU relations. The environmental factors of North Korean foreign policy can be divided into internal factors and external factors. There are three external factors. As follows.: First, the breakdown of socialist countries and the establishment of uni-multipolarity under the American hegemony, second, North Korea-U.S. relations and North Korea- Japan relations in a stalemate, third, Kim, Dae-Jung's Korean government and the development of South-North Korean relations. And there are two internal factors. As follows.: First, stabilization and consolidation of Kim, Jung-Il's leadership, two, the construction of a stronger state(Gangsungdaeguk) and escape from economic crisis. Judging from the above-mentioned internal and external factors, the main goal of North korean foreign policy toward EU was to gain economical interests from 1998 to 2002. On the other hand, members of EU placed a great deal of weight on political interests in the process of normalization of diplomatic relations with North Korea. As a result of that, there is a gap between North Korean diplomatic interests from EU and EU's diplomatic from North Korea. So The future of North Korea-EU relations can be greatly influenced by changes of the gap between North Korean and EU' diplomatic interests.
