초록

1994년 방콕에서 제1차 ASEM회의가 개최된 이래, 2006년 헬싱키에서 제6차 ASEM회의까지 개최되었다. 회원국 수는 최초 25개국에서 39개국으로 증가되었으며, ASEM에 대하여 다각적인 평가가 시도되고 있다. ASEM과 관련하여 한국은 ‘Asia-Europe Cooperation Framework 2000’을 토대로 정치 및 안보대화, 다차원성 및 동아시아 통합에 대한 초석을 구축하였다. 나아가 정치, 경제 및 사회-문화부문 등 3개 주요 축으로 구성된 ASEM은 지역협력주의(interregionalism)라는 새로운 시각에서 분석될 수 있다. 이는 지역주의(regionalism)와 초국가주의(transnationalism)에 견줄 수 있는 국제관계를 운용하는 대안적 채널로 부상하고 있다. 이 개념은 기능적이고 인식론적 방식으로 새로운 조명을 받는다. ASEM은 세계화와 더불어 북미, 유럽, 동아시아의 3각축에서 또 하나의 중심적 세력으로 조명될 수 있는가라는 문제를 제기한다. 분명하게도 전략적 지역이해 때문에 미국의 군사적 우월성에 도전하는 것은 아니다. 그러나 다른 영역에서 향후 경쟁적 관계에 들어갈 수 있는 잠재력은 지니고 있다.

Abstract

The 6th Asia-Europe Meeting(ASEM) took place in Helsinki in 2006 since it started from first meeting in Bangkok. In September 2004, the twenty-five original member states had grown to thirty-nine, with the inclusion of the newest members of the ASEAN and the ten new members of the EU. It takes place multilateral evaluation related with ASEM. According to the Asia-Europe Cooperation Framework(AECF) 2000, Korea constructed a foundation in the interregional process within ASEM work, particularly in realizing a political and security dialogue, multidimensionality, and East Asian integration in connection with ASEM. Moreover, ASEM being consist of political, economic and socio-cultural pillar can be analyzed a new point of view which is ‘interregionalism’. It is therefore understood that interregionalism emerges as an alternative channel in managing international relations comparable to regionalism and transnationalism. The emergence of interregionalism and the role of ASEM could be explained by the functionalist view. In short, East Asia and the EU are not challenging US military superiority but competing with the US in all the other areas, including the promotion of regionalism; thereby the EU can act as a balancer in the economic and financial fields. Global governance should assure that a level playing field for this peaceful competition is provided.
