ASEM은 정치-안보, 경제, 문화 등의 제 분야에서 아시아와 유럽 양 지역간의 이해 증진과 상호협력을 통하여 양 지역에서 평화-안보 기반을 구축하고 동시에 경제적 보완성과 다양성을 최대한 활용함으로써, 이들 양 지역의 번영과 발전에 기여하는 것을 목표로 설립되었다. ASEM은 비공식적 성격, 다차원성, 그리고 도움을 주고받는 관계가 아닌 동등한 자격을 근본으로 한 동반자관계 등의 구조적 특성을 갖고 있다. ASEM은 몇 가지 구조적 문제점을 갖고 있다. 그 첫째로 아시아와 유럽 양 지역에서 이루어진 지역통합 정도의 큰 차이이고, 이어서 둘째로 양 지역간에 존재하는 커다란 경제력의 차이, 셋째로 극히 미약한 양 지역간 협력의 제도화 등의 구조적 문제점이 있다. 아시아와 유럽 양 지역 회원국들이 ASEM을 통한 지속적인 협력 강화를 위해서 우선 작지만 효율적인 사무국의 설치가 필요하다. 둘째로, ASEM의 정책결정방법인 전체합의 방식을 바꾸어야 한다. 셋째로, 양 지역간의 정치, 경제, 사회적 상이성을 줄일 수 있고, 조속한 실행이 필요한 프로그램들을 조속히 실시하여야 한다.
Abstract
ASEM was established in order to accomplish economic prosperity and political development in both Asia and Europe. This could be achieved through cooperative efforts between the two regions, which will bring the increased mutual understanding and cooperation between the two. ASEM has such characters in its structure as informality, multi-dimensionality and equal partnership. However, ASEM has several serious problems in its structure. Firstly there is a big gap in the level of integration among neighboring countries in each region. Secondly there is also a big difference in the level of economic development between the two regions. Thirdly the relations between the two have not been institutionalized a lot. Thus the following measures seem to be needed in order to maintain or strengthen the cooperative relations between Asia and Europe through ASEM. Firstly a small but efficient secretariat should be established. Secondly the decision-making mechanism should be changed. The current ‘consensus’ decision-making system is not an appropriate for ASEM. Thirdly various programs which can reduce the gap existing between the two regions should be firstly developed and implemented.
