ASEM이 사회･문화분야에서 다양한 협력사업을 추진하여왔음에도 기대되었던 수준만큼의 가시적이고도 실효적 성과를 거두지 못하면서 양 지역간 협력관계가 한층 심화된 수준으로 발전하지 못하였다. ASEM 사회･문화분야 협력이 보다 체계적으로 발전하지 못한 데에는 ASEM을 통한 아시아-유럽 양 지역간 협력관계에 범지역주의(transregionalism)의 성격이 강화되어온 점과 비공식적 대화협력체로의 ASEM의 성격이 계속 유지되어온 점 등의 요인들이 지속적으로 영향을 미쳤다. 만약 ASEM의 사회･문화분야 협력사업 양적 측면에서의 협력 확대에 부합하는 수준에서 가시적이고 실효성 있는 협력의 성과를 이끌어내지 못한다면 ASEM을 통한 협력사업 추진의 유용성 자체에 대한 문제제기에 직면하면서 협력의 추진동력이 계속 약화되는 문제를 경험할 것이다.
Abstract
While ASEM has to a significant extent contributed to the increasing dialogue and cooperation between Asia and Europe in the socio-cultural arena, the cooperative relationship between the two regions has not lived up to expectations because it has not been fully successful in achieving expected results. ASEM’s increasing trasregional nature and its informal working methods can be pointed out as the main causes for the lack of tangible outcomes and inadequate follow-ups in the socio-cultural cooperation between the two regions. Therefore, in order not to lose momentum for the greater cooperation in the socio-cultural field, ASEM needs to respond to the important task to improve its capacity to produce concrete results.
