아시아와 유럽 대륙을 잇는 지역 간 협력체인 아셈에 대한 평가는 희망적이라기보다는 회의적인 현실주의 논의가 팽배하다. 그러나 이런 비관적현실주의 논의에 대별하여, 두 가지 측면에서 이론적 공방을 가하는 것이본 연구의 목적이다. 첫째, 아셈은 구조로서의 의사소통 행위가 가능한대화체이고, 특정 레짐을 수렴 확산하는 비공식적 제도이다. 이런 아셈의체제적 특징은 국가주의적 존재론과 다른 인식론을 제공할 뿐만 아니라, 아셈의 대화 장으로서의 가능성을 재조명하게 된다. 둘째, 아셈의 운영근간에는 물질주의 인식론과 함께 관념론적 재해석도 가능하다. 그럴 경우, 화합을 중시하는 칸트적 문화로서의 아셈, 타자와 자아를 구분하는경쟁의 장이 아니라, 협력의 가능성을 상호 구성적 관계를 통해 촉진시키는 아셈으로서 재해석이 가능하다는 것이 본 연구의 주된 주장이다.
Abstract
A skeptical evaluation of Asia Europe Meeting (ASEM) based on realist assumption seems to be prevalent. Yet in contrast with such a realist account, this paper aims to propose countervailing theoretical arguments. First, as a venue for the communicative action, ASEM can be reevaluated as an informal institution with some features of international regime. This is different from what the traditional view stressing the statist ontology would argue. In addition, the realist account can also be disputed, if ideational factors, as opposed to the materialist ones, are put into the parameters of this theoretical debate. With a more careful examination of its embedded values that allow for the creation of Kantian culture and that also make both self and others co-prosper, rather pitting them against each other, it is also possible to envisage ASEM as a venue for harmony and cooperation.
