내외적으로 어려운 조건에서도 활발하게 진행되고 있는 남북관계 발전과정에서 정당의 역할은 여전히 미흡한 수준에 머물고 있다. 향후 평화통일과정에서 민간기구 및 시민들의 직접 참여도 활발해질 것이다. 그리고 이런 참여와 동시에 정당의 정치적 역할은 더욱 중요해질 것이다. 본 연구는 독일 통일과정에서 정당의 역할을 살펴보고 그 의미를 찾아본다. 먼저 독일 민주주의 체제에서 정당의 역능과 기능 방식을 살펴본 뒤, 서독 정부의 통일 정책, 즉 ‘독일 정책’을 살펴본다. 정부의 통일정책에 따라 정당은 구체적으로 어떤 역할을 수행했는지 살펴보고, 독일 사례가 우리에게 주는 함의를 찾아본다. 독일 정당들간의 정치 이념의 다양성과 정당을 통한 국민의 평화ㆍ통일정책 조형과정에의 참여는 통일의 정당성 확보에 긍정적으로 기여했고, 서독 정당들의 동독 정치세력과의 관계의 지속은 양독관계의 안정화에 크게 기여했다. 강대국 이해관계의 대립 속에서 외부 환경의 불안정에도 불구하고 동ㆍ서 양국 간 평화 체제 유지 노력과 정당의 우호관계 유지야말로 독일의 평화ㆍ통일과정에 매우 중요한 기반으로 작용했다.
Abstract
The role of political parties in the developing process of North- and South-Korea relationship is still insufficient, even though this is dynamically advanced. Hereafter the efforts of NGOs and the civil society to participate in peace-keeping and unification process will be active. Parallel to active participation of civil society the role of the political parties will be more important. This article researches the role of the political parties in the German unification process and tries to search after the meanings out of this. It describes the functions and the functioning way of political parties in German democracy system. It researches what kind of roles the political parties have played concretely, and search out which meanings the German case gives to us Korean. The broad spectrum of West-German political parties and the participation of citizens in the shaping of peace-keeping and unification policy through the political parties have contributed to the justification of unification process, and the continuity of mutual relation of West and East Germany political parties have contributed a lot to stabilizing West-East Germany relationship.
