이 연구에서는 중소기업의 국제경쟁력이 강한 것으로 알려진 독일의 중소기업 세계화 지원정책에 대하여 한국과 비교하여 살펴보았다. 이를 통해 독일의 중소기업이 글로벌 경쟁력을 갖추게 된 배경에서 정부의 역할이 무엇이었는지 규명해 보고자 하였다. 연구의 진행은 먼저 독일이 세계화에 대하여 어떠한 입장을 견지하고 있는지 그리고 어떻게 대응하고 있는지를 살펴보고, 다음으로 독일 정부는 세계화와 관련하여 중소기업을 어떻게 지원하고 있는지 그리고 지원기관은 어떤 것이 있는지를 살펴보고, 마지막으로 시사점을 도출하였다. 결론적으로는 한국과 독일의 세계화에 대한 중소기업 지원정책에서는 큰 차이점을 발견하기 어려웠다. 물론, 구체적인 운영 방법 등에서는 차이가 있을 수 있으나, 문헌 연구로는 그 미세한 차이점을 알아내기 어려웠다. 그러나 독일의 경우 연방의회가 나서서 대응방안을 마련하고 있기 때문에 부처간 협력이 상대적으로 원활한 측면이 있다. 독일이 상대적으로 부처간 협업이 잘 되는 원인 중의 하나로 독일의 사회적시장경제를 꼽을 수 있다. 정부의 역할이 상대적으로 강조되는 사회적시장경제 체제하에서는 정부부처간 협력이 상대적으로 중요한 기능을 수행함에 따라 실제로 부처간 정책의 중복은 우리나라와 같이 많이 발생하지는 않고 있다.
Abstract
This study examined the policy of supporting the globalization of small and medium-sized enterprises in Germany, which is known to have strong international competitiveness, in comparison with Korean case. Through this, I attempted to identify the government’s role in the background of German small and medium-sized enterprises becoming globally competitive. The research proceeded by first examining Germany’s stance on globalization and how it is responding to it. Next, it examined how the German government is supporting small and medium-sized enterprises in response to globalization and what support organizations there are. Finally, it drew out implications. In conclusion, it was difficult to find any significant differences in the SME support policies for globalization in Korea and Germany. Of course, there may be differences in specific operating methods, but it was difficult to find out the subtle differences through literature research. However, in the case of Germany, since the Federal Parliament is taking the lead in preparing response measures, cooperation between ministries is relatively smooth. One of the reasons why Germany has relatively good inter-ministerial cooperation is its social market economy. In a social market economy where the role of the government is relatively emphasized, cooperation between government departments plays a relatively important role. Therefore, in reality, there is not much overlap in policies between departments as in Korea.
