EU는 2006년 5월 16일 필리핀 마닐라에서 열린 한-EU 통상장관회담에서 먼저 한-EU FTA를 제안하였고, 2007년 5월 11일 한국과 EU는 한-EU FTA 협상개시를 선언하였고,2010년 10월 6일 공식체결, 2011년 7월 1일에는 잠정발효되었다. 기존 연구는 한-EU FTA라는 주제에 대해 한-EU FTA의 파급효과 또는 분야별 쟁점을 위주로 연구를 진행하였다. 그러나 한-EU FTA는 EU의 동아시아 FTA 전략변화의 상징이라는 점에서 중요성을 가진다. EU는 1992년 동아시아 국가가 EU 최대 교역상대국으로 부상하면서 동아시아 국가와의협력확대의 필요성을 인식하였지만 동아시아 국가와 차별적인 무역협정인 FTA를 체결하는 것에는 대단히 소극적이었다. EU는 동아시아 국가와의 FTA 체결에 2006년 도하라운드 결렬이전까지는 큰 관심을 보이지 않았다. 반면에 미국은 2004년 싱가포르와 FTA를발효하였고, 2006년에는 한국과 FTA협상을 개시하였다. 본 논문은, EU의 무역정책에 대한 변화를 분석하면서, EU가 한-EU FTA를 비롯하여적극적으로 동아시아 국가와의 FTA 체결에 주의를 기울이게 된 가장 중요한 배경이 도하라운드의 실패에 따라 EU 무역정책이 ‘WTO차원의 다자간 무역협정’ 위주에서 ‘적극적인양자간 무역협정 체결’로 변화한 것이라는데 주목하였다. 따라서 EU의 무역정책의 전개방향을 입체적으로 분석하기 위해서는 ‘EU와 양자간 무역협상 대상국의 무역관계’ 못지않게, ‘국제무역질서 변화와 EU무역정책의 변화’, ‘EU 무역담당집행위원회의 지도부 변화와 EU무역정책 변화’에 보다 더 심도있는 분석이 이루어져야 한다.
Abstract
On May 16, 2006, the EU suggested in Manila, Philippines that Korea and the EU opened the FTA negotiation. On May 11, 2007, Korea and the EU declared the launch of its FTA negotiation. On October 6, 2010, this FTA was signed. On July 1st, 2011, its provisional application was introduced. The existing studies on the Korea-EU FTA were focused on the impact of Korea-EU FTA and the specific issues regarding the chapters of FTA. However,the Korea-EU FTA is the important example of the change of EU FTA strategy with East Asia. When East Asia became the most important trade partner to the EU in 1992, the EU recognized the necessity of the development of economic cooperation with East Asian countries. However, the EU hesitated the launch of FTA negotiation with East Asia. Until the failure of Doha round in 2006, the EU was not interested in the FTA with East Asian countries while the USA and Singapore entered its FTA into force in 2004 and the USA and Korea launched its FTA negotiation in 2006. With the analysis on the change of EU trade policy, this article proved that due to the failure of Doha round, the EU has changed its trade priority from Multilateral trade agreement under the WTO to active bilateral trade agreement. With this change of EU trade policy, the EU became interested in the FTA with East Asia including the Korea-EU FTA. For the complete studies of the EU trade policy, ‘the relation between the EU and its FTA negotiation partners’ has to be analyzed but also ‘the change ofinternational trade environment and EU trade policy’ as well as ‘the impact of the EU trade commissioner to the EU’s trade policy’ have to be analyzed.
