2009년 10월 14일 런던에서 한-EU 기본협력협정 개정안이 가서명되었고, 그 다음날인 2009년 10월 15일에는 브뤼셀에서 한-EU FTA가 가서명하였다. 이를 통해 한국과 EU는 경제, 정치분야에서 협력을 가속화하고 있다. 기존의 논문은 한-EU 관계라는 주제에서 대부분 한-EU FTA에 관해 집중되었다. 한-EU FTA 관련 주제도, 기존 논문은 전적으로 FTA의 한국경제 파급효과 및 분야별 쟁점에 대해서만 쓰여졌다. 본 논문은 한-EU FTA와 한-EU 기본협력협정 체결을 EU의 동아시아 정책변화와 무역정책변화라는 측면에 주목하여 다룬다. 제 2차 세계대전 이전에 아시아에 밀접한 영향력을 행사하던 유럽은 제 2차 세계대전 이후 아시아와의 관계에서 주도권을 미국에 상실하였다. 동아시아 국가의 경제성장과 이에 주목한 미국의 협력아래 APEC이 창설되었고, 이후 유럽 공동체도 아시아 국가와의 협력에 관심을 기울이기 시작하여, ASEM 창설을 지원하였다. 아시아 국가와 지역간 기구 창설에서도 한발 늦었던 유럽은 아시아 국가와의 양자간 무역협정을 체결하는데도 미국에 비해 늦게 대응하였다. 미국은 2004년 1월 1일부로 싱가포르와 FTA를 발표 시키는 것을 통해, 동아시아 국가 와의 양자간 협력을 발전시켜 나갔다. 그러나 유럽연합은 1973년 스위스와 FTA를 발효시키는 등, 자유무역 협정 체결에서 다른 선진국보다 적극적이었음에도 아시아 국가와의 자유무역 협정 체결에는 대단히 소극적이었다. 한국이 EU에 2004년 FTA 체결을 제안하였을 때, EU는 이를 거부하였다. 그러나 2006년 WTO의 ‘도하 개발 어젠다’가 실패로 돌아감에 따라 유럽연합의 무역정책은 급선회하여 양자간 무역관계를 발전시키는 데 중점을 두게 되었고, 특히 빠른 경제 성장을 거두고 있는 아시아 국가와 FTA를 추진하는데 관심을 기울이게 되었고, 2006년 한국 측에 FTA 체결을 제안하였다. 한-EU FTA 협상개시와 한-EU 기본협력협정의 개정은 EU측의 대외정책 및 무역정책의 변화의 틀에서 이루어졌다.
Abstract
In London on 14 October 2009, the Rebpulic of Korea and the European Commission initialled the final text of the new Framework Agreement on relations between the EU and Korea. The Free Trade agreement between Korea and the EU has been initialled In Brussels on 15 October 2009. These two agreements enhanced the cooperation level between the two sides. Existing researches on the Korea-EU relation focused mostly on the issues of the Korea-EU FTA. The scope of existing researches on the Korea-EU FTA are limited to the topics of the impacts of FTA on Korean Economy and of sectoral issues of the FTA. Regarding the issue of Korea-EU FTA and Framework Agreement on relations between the EU and Korea, this paper is intended to highlight the change of EU policy on East Asia and Trade. Before the 2nd World War, Europe had a great influence on Asia. Since the end of the 2nd World War, this European leadership in East Asia has been replaced by the American leadership. East Asian economic growth attracted the attention of USA. Under the US support, the APEC was established. After the establishment of the APEC, European Union began to show their interest to develop the cooperation with East Asia. European Union supported the creation of ASEM. European Union were less active than USA in the establishment of the interregional organization and of bilateral trade agreement with East Asia. With the entry into force of US-Singapre FTA on January 1st 2004, USA has been developing the bilateral trade agreement with East Asia. Even if European Union was leader of FTA which had the entry into force of the first FTA with non-EU member state, EU-Switzerland FTA in 1973, the EU was not active in the establishment of FTA with East Asia. When South Korea suggested to the EU that Korea and the EU started the negotiation of FTA, the EU rejected the Korean proposal. With the failure of WTO's ‘Doha Devlopment Agenda’ in 2006, the EU changed its trade policy, focusing on the bilateral trade agreement. It became interested in the FTA with East Asia which achieved the high economic growth. In 2006, the EU proposed the Korea-EU FTA. Starting Korea-EU FTA negotiation and the amendment of Korea-EU Framework agreement were only possible with the change of EU external and trade policies.
