러시아-EU 에너지 외교와 협력의 전망

EU와 러시아는 각각 시장경제의 원칙과 국가주권의 원칙을 강조하는 등 대외에너지 정책 정향에 있어서의 차이점에도 불구하고 경제협력 전반의 발전에 맞춰 에너지 분야에 있어서도 대화와 협력의 틀을 발전시켜 왔다. 그러나 2000년대 초반 이래 러시아 정부가 에너지 부문에 있어서의 개입과 통제를 강화함에 따라 유럽과 러시아 사이의 에너지 협력에 다소 긴장관계가 형성되기도 했다. 특히, 2006년 우크라이나 경유 가스관의 일시적 폐쇄조치 이후 유럽은 나부코라인 등 대체 파이프라인의 건설과 에너지 수입처의 다원화 등을 통해 러시아에 대한 에너지 의존을 줄이기 위한 노력을 해왔다. 이에 대응해 러시아는 또 다른 대체 파이프라인을 구축하는 한편으로 카스피해 연안 및 중앙아시아 가스 생산국들과의 에너지 외교를 강화하는 등 맞대응을 해오고 있다. 하지만 그러한 가운데서도 양측 사이에 에너지 협력의 여지와 가능성이 조심스럽게 제기될 수 있다. 그 객관적인 조건으로서 유럽의 위기가 장기화되고 심화됨으로써 글로벌 경제의 침체가 지속될 가능성이 있다. 이에 따라 에너지 수요량의 감소가 나타날 수밖에 없을 것이며 이는 러시아의 공세적인 에너지 외교를 완화시켜주는 역할을 할 것이다. 더구나 최근에 미국과 캐나다 등에서 대규모의 셰일 가스 매장량이 확인됨에 따라 가스 공급의 판도가 변화될 가능성도 있다. 더 나아가 화석연료를 대체할 신재생에너지 개발에 대한 국제협력이 강화될 가능성이 높다. 또한, 러시아의 WTO 가입은 시장경제라는 게임의 규칙이 유럽과 러시아 양측의 엘리트, 여론 주도층, 그리고 일반 시민들 사이에 널리 공유되는 계기로 작용할 것이다. 결국 이러한 객관적, 주관적 조건들이 양측 사이의 에너지 협력 가능성을 높여주는 요인으로 작용할 것이다.
Abstract
EU and Russia, despite differences in their external energy policy respectively emphasizing the market principle and state sovereignty,developed cooperative relationship as economic ties between the two sides became strengthened. However, as the Russian government stepped up involvement in and tightened control over the energy sector since the early 2000s, energy cooperation between the two sides became somewhat strained. In the aftermath of a temporary shut down of gas pipeline heading for Europe via Ukraine in 2006, European countries made efforts to reduce their dependence on energy resources from Russia by working out projects on constructing alternative pipelines and diversifying energy importing markets. In response to such actions of European countries,Russia has also tried to build alternative pipelines and consolidated diplomatic relations with gas producing countries on the shore of the Caspian Sea. Yet, in the midst of mutual suspicions and conflicts, cautious optimism about energy cooperation between EU and Russia might be on the horizon. Included are the decrease in demand for natural gas resulting from global economic recession and the discovery of a huge amount of the shale gas in those structural variables facilitating cooperation. On the other hand,among subjective/voluntary variables there are discourse on the development of new renewable energy resources in place of fossil fuel and cooperative efforts on this issue in the international community. Also,Russia’s accession to WTO might serve as a momentum in which principles and rules of the game in the context of the market economy might be learned and shared among citizens, opinion leaders and policy-makers on both sides. In the final analysis, these structural and voluntary variables might be conducive to cooperative relations between EU and Russia in the energy issue.
