Abstract
European Parliament elections have been often regarded as second-order national elections, in comparison to domestic general election or presidential election. EP elections, in other words, have mostly functioned to turn out disaffection against national ruling party as a mid-term appraisal, so that the outcomes were mostly unfolded in favor of opposition parties. In the EP elections of 2009, however, french voters unexpectedly shown a tendency to support government parties differently from the existing pattern. In the context, this study focusing on the cases of France discusses why the effects of ‘protest votes,’which have been consistently observed in the EP elections, became weakened. In addition, it will be explored about whether the 2009 EP elections in France are explainable independently from the domestic political issues. The existing studies have adhered to the defeat of left-wing parties without explaining the context how right-wing government parties could succeed again. However, it is necessary to approach about how much the personalized campaign has effects on the 26 to 27percent fixed voting rate in the proportional representation system.
