극우정당의 유럽의회 진출요인에 대한 연구: 프랑스 민족전선(FN)의 사례를 중심으로

2014년 유럽의회 선거에서 프랑스 극우정당인 민족전선(FN)은 특표율 1위를 차지하며 전통적인 좌파 및 우파 정당들을 모두 앞서 프랑스에서 가장 많은 유럽의회 의원들을 배출해냈다. 본 논문은 이러한 2014 유럽의회 선거결과에 대한 심층적인 이해를 위하여 프랑스 극우정당 민족전선의 유럽의회 진출 촉진 및 제약 요인들을 정치적 요인들과 경제사회적 요인이라는 두 가지 측면에서 분석한다. 프랑스 이외 유럽연합 국가들에서 극우정당들의 유럽의회 진출 요인을 분석해온 선행연구들을 고려해, 본 연구는 정치적 요인들로 선거제도, 정당체계, 심판투표를, 경제사회적 요인들로 실업률, 이민자 비율을 중심으로 분석한다. 연구 결과, 광역선거구 정당명부제인 유럽의회 선거제도, 온건한 다당제인 프랑스 정당체계, 이순위 선거로서의 심판투표의 정치적 요인들이 프랑스극우정당의 유럽의회 진출 촉진요인으로 유의미하게 작용한 것으로 나타난다. 그러나 경제적 요인의 경우, 실업률은 프랑스 극우정당의 유럽의회 진출 촉진요인으로서 유의미하게 작용한 것을 나타났으나, 반면 이민자 비율 증가는 일반적인 통념과는 다르게 유럽의회 선거에서 프랑스 극우정당의 부상과 직접적인 상관관계를 가지고 있지는 않은것으로 나타났다.

Abstract

France’s far-right Front National (FN) took first place in the 2014 European Parliament elections. The results put the FN ahead of the ruling left Socialists Party as well as the opposition centre-right UMP party. In this paper, we analyzes the factors that promote or constrain the entry of the FN into the European Parliament for an in-depth understanding of the overall results of the 2014 European Parliament elections. Based on the previous study that has analyzed the factors on the entry of far-right parties into the European Parliament, this study analyses the factors including three political factors (the electoral system, the party system and punishment voting) and two socio- economic factors (the unemployment rate and the immigrant population). The result of this study shows that the proportional representation under the party list, the moderate multi-party system, and the second-order elections in terms of political factors were the facilitating ones to promote the entry of the FN into the European Parliament. However, it turns out that there is no clear correlation between the number of the immigrant population and the number of votes for the FN, while there is a significant correlation between the unemployment rate and the number of votes for the FN.
