본 논문은 개발교육이 선진화되어 있는 영국의 개발교육 전반을 살펴보고, 이를 토대로한국 개발교육의 현황을 분석하고, 선진화 방안을 강구해보는 것을 목적으로 한다. 국제사회에서 한국은 개발교육 분야의 후발주자이다. 그러나 짧은 역사에도 불구하고개발교육에 대한 높은 수요가 존재하며, 개발교육의 필요에 대한 공감대가 형성되어 있다. 한국의 개발교육은 민간을 중심으로 1990년대에 시작되어, 2008년 - 2009년을 기점으로본격화되었다. 현재 국제개발협력민간협의회를 포함한 다양한 민간단체들이 개발교육 활동을 진행하고 있다. 또한 2010년 KOICA ODA교육원 설립으로 정부차원의 개발교육의기반 역시 구축되었다. 영국의 개발교육은 비교적 오랜 역사와 앞선 제도를 보유하고 있다. 정부, 민간, 학계등 다양한 분야의 다양한 기관들이 개발교육을 시행하고 있다. 무엇보다 정부간, 민간간,정부-민간간, 타국의 기관간 다채로운 파트너십 체제가 큰 강점으로 꼽힌다. 정부 및 EU 차원의 막대한 개발교육 지원자금은 영국 개발교육을 견실하게 성장하게 한 밑거름이 되었다. 이러한 앞선 영국의 다양한 정책과 제도를 한국의 그것과 비교하여, 한국 개발교육선진화를 위한 다양한 제언사항들을 도출하고자 하였다.
Abstract
This paper tries to examine and to compare the current quality and system, and policies of development education in the United Kingdom (hereafter UK) and Korea. Based on this, it aims to find the way to improve the quality and system,and policies on development education in Korea. Korea has a relatively short history of development education comparing with other OECD countries. However,in Korea, there is a very strong demand for development education from public. It is also necessary for the Korean government to draw the general consensus for the necessity of it from the people. Development education in Korea first started in the 1990s by development NGOs. Now there are over twenty organizations participating in the activities in development education. They are various private and also public entities. The UK has a very long history, advanced systems and policies in development education. Many organizations including public, private and academic sectors have offered many courses on development education. They have also very systematic and strong partnership with each other. In addition, the UK government and the EU have provided enormous amount of money to development education organizations in order to support their activities. On the basis of comparison between these two countries, this paper suggests the ways to improve the quality of development education in Korea.
