프랑스 정부의 노인 사회참여 증진을 위한 정책적 노력에 관한 연구 : 자원봉사활동을 중심으로

전 세계적으로 인구 고령화로 인한 사회보장 지출이 늘어남에 따라 기존의 사회보장제도 개혁에 대한 논의가 확산되고 있다. 보장성이 높은 사회복지제도를 운영하고 있다고 하는 프랑스에서도 날로 늘어나는 사회지출 비용에 대해 뚜렷한 대책을 찾지 못하는 가운데 프랑스 정부의 우려가 날로 깊어지고 있다. 특히 프랑스의 경우 유럽연합에서 가장 빠른 나이에 자발적 은퇴를 함으로써 긴 노후를 보내는 연금생활자로 인한 부담이 오래전부터 논란이 되고 있다. 이에 프랑스 정부는 2010년 이후 연금개혁을 추진하고 있지만 항상 노동계나 시민단체의 반대에 부딪히며 개혁에 어려움을 겪고 있다. 이런 가운데 2010년 이후 프랑스 정부는 노인인구의 자원봉사를 통한 사회공헌활동을 위한 정책들을 강화하기 시작했다. 프랑스 정부는 자원봉사단체에 직접적인 관여를 하기 보다는 자원봉사활동이 사회적으로 가치 평가를 받을 수 있는 환경을 조성하는데 많은 노력을 기울이고 있다. 이를 위해서 자원봉사여권 또는 자원봉사 명예메달 등과 같은 제도를 새롭게 시도하고 있다. 이처럼 프랑스 정부는 노인들의 자원봉사활동 활성화를 위해 전면적으로 나서기 보다는 사회적 환경을 조성하고, 뒤에서 지원을 해주는 역할을 수행하고 있다. 이러한 프랑스 정부의 노력의 결과로 노인인구의 자원봉사 참여율은 다른 연령층보다 비교적 높게 상승하고 있다. 노인자원봉사참여율 증가는 노인 개인의 노후설계에 대한 선택의 폭을 넓게 함으로써 삶의 질을 향상 시키는 측면뿐만 아니라 사회적 경제적으로 프랑스 사회에 긍정적인 영향을 끼치고 있다. 하지만 최근 프랑스에서도 불안한 노후를 걱정하는 노인들이 늘어가는 상황에서 지금과 같은 프랑스 정부의 프랑스 노인들의 사회적 참여를 이끌어 내기 위한 정책적 노력이 얼마나 앞으로 그 효과를 볼 수 있을지도 의문이다. 이에 본 논문은 최근 프랑스 노인자원봉사 실태와 특징 그리고 이를 뒷받침하는 프랑스 정부의 정책적 노력과 한계를 구체적으로 살펴보고자 한다.
Abstract
Due to the population ageing, the debate about the increasing social expenditure is growing around the world. Even in France which is considered as a state with high social welfare protection system, social spending are constantly increasing, and while clear countermeasures cannot be found, the concerns grow. Especially in case of France where the age of voluntary retirement is the lowest in European Union social burden of old age pensioners become a controversial issue. Although French government has been pushing for pension reform since 2010, it has always encountered labor unions and civil activists’ objections, making the reform difficult to introduce. In the interim, after 2010 the French government began to support elderly population by introducing policy of contribution to society through volunteer activities system. The French government put a great effort to promote the environment in which volunteer activities are perceived as socially valuable rather than as direct involvement in volunteer organizations. For this purpose, the new system of volunteer passports or honoree volunteer medal etc. has been established. Consequently, the French government has created social environment that generally supports the activation of the volunteer system for seniors. As a result of these French government efforts, volunteer participation rate of the elderly population is relatively higher than other age groups. Increases in the elderly volunteer participation improve the quality of life of seniors who decided to take part in the volunteer activities as well it has positive influence for economic and social aspects of French society. In this paper, the recent situation of elderly volunteers in France as well as the French government’s policy efforts to support it, are widely discussed.
