프랑스 마크롱 정부 연금개혁: 정치사회적 관점

본 연구는 에마뉘엘 마크롱 프랑스 대통령의 연금개혁의 배경, 내용 그리고 결과에 대해서 알아보고, 그 시사점을 도출하는 데 목적이 있다. 프랑스에서 1982년 프랑스와 미테랑 대통령의 사회개혁으로 인해서 법정연퇴연령이 65세에서 60세로 축소되는 등 은퇴자에 대한 사회적 지원이 크게 증가하게 된다. 이로 인해 사회적 비용이 크게 증가하게 되고, 프랑스 사회에 큰 부담이 증가하고, 프랑스 경제 발전을 저해하는 주요 요인으로 지적되고 있다. 프랑스 정부는 1990년 초부터 사회복지로 인한 사회적 부담으로 인해 개혁의 필요성을 강조하고, 사회정책 개혁을 추진해 오고 있다. 하지만 지난 대부분의 정부에서 추진한 사회정책 개혁은 프랑스 국민의 거센 저항으로 실패하게 된다. 한편 니콜라 사르코지 정부 때인 2010년에 정년연령과 연금 수급개시 연령이 60세에서 62세로 연장하는 데 성공한다. 그리고 2023년 에마뉘엘 마크롱 대통령 정부에서 다시 한번 정년연령과 연금 수급개시 연령을 연장하는 개혁에 성공하게 된다. 본 연구에서는 에마뉘엘 마크롱 정부의 연금개혁 관련 과정에 대해서 살펴보고자 한다. 이는 현재 연금개혁이 매우 중요한 우리나라에 매우 의미 있는 시사점을 줄 것으로 볼 수 있다.
Abstract
The purpose of this study is to explore the background, content, and consequences of French President Emmanuel Macron’s pension reforms and to draw out their implications. In France, the social reforms of President Mitterrand in 1982 led to a significant increase in social support for retirees, including a reduction in the legal retirement age from 65 to 60. This increase in social costs is a major hindrance to France’s economic development and leads to an increase in social burden. In response, the French government has emphasized the need to reform these social burdens since the early 1990s and has been promoting social policy reforms. However, most of the government’s social policy reforms have failed due to stiff resistance from the French public. In 2010, Nicolas Sarkozy’s government succeeded in raising the retirement age and pension age from 60 to 62, and in 2023, Emmanuel Macron’s government succeeded in reforming the retirement age and pension age once again. In this study, we examine the process of pension reform under Emmanuel Macron. This has important implications for UniNation, where pension reform is currently very important.
