프랑스 공공문화정책과 ‘노후 잘 가꾸기(Bien Vieillir)’를 위한 여가활동: Paris시를 중심으로

Abstract

There have been remarkable gains in life expectancy over the past 50 years in OECD countries. But it only takes into account the length of people’s life and not their quality of life. Most people may live nearly 25% of their life after retirement. It is important how they spend it in their old age. This question is not anymore merely individual, but also moral and social. A plan for the later life is not a important social issue and the social cognition about it is very low in Korea. The purpose of this paper is to look at the characteristics and strength of the public cultural policy for the successful aging in France and to investigate some possible ways to apply them to the aging society in Korea. France considers taking care of old adults who are in their life’s ‘third age’ as a major concern for their social policy. Especially, with the rise of interest in the quality of life, the importance of public cultural policy is on the rise. The public cultural services for the senior citizens in France are characterized by volunteering their leisure activities. In fact, the old people in France are enjoying their successful and productive old age through the organic and systematic cooperations between universities and organizations for old adults. Some suggestions we can get from the example found in France, especially in the city of Paris, are follows: First, the city of Paris expand a variety of arts, culture, social and recreational activities in order to strengthen the Selfdetermination and leisure experiences in elderly people. One example is the ‘La Carte Senior +(Senior Plus Card)’introduced in 2010. Second, the city of Paris gives the old people a chance to join in social activities in order to help alleviate loneliness and social isolation and eventually improve the quality of life of older people.
