고령사회 프랑스의 고용정책에 관한 고찰: 중고령자(55-64세) 중심

생활환경 개선과 의료기술의 발전으로 인해 개인의 평균수명 연장으로 인해서 연금으로 노후를 살아가는 노인들이 늘고 있다. 특히 프랑스 베이비붐 세대(1946-1975년 출생)의 대량은퇴로 인한 노인부양비의 증가로 프랑스 정부의 재정적인 부담이 심각한 지경에 이르게 된다. 이에 프랑스 정부는 1993년부터 의료보험, 연금제도 그리고 노동시장을 개혁하기 위해서 끊임없이 사회적 대타협을 추진해오고 있다. 그 결과 2010년 사르코지 정부에서 어렵게 연금납입 기간의 확대 및 은퇴연령의 후퇴 등 소기의 성과를이끌어 냈다. 하지만 여전히 프랑스 고령자들의 노동참여는 OECD국가 내에서도 낮은축에 속한다. 55-64세 중고령자 취업률이 프랑스의 경우 40% 대에 머물고 있다. 특히주목되는 부분은 55-60세 노동참여율은 OECD 평균에서 크게 뒤처지지 않지만 59세를전후로 고령자 노동참여는 급속히 낮아진다. 이러한 중고령자 조기은퇴문화는 여전히프랑스의 고질병으로 인식되고 있다. 한편 프랑스 정부는 낮은 경제성장률로 인해 청년실업률에 대해서도 명확한 해답을 찾고 있지 못하다. 이러한 상황에서 고령자들의 지속적인 노동참여 또는 재진입을 위한정책과 함께 청소년들의 실업을 해결해야 하는 프랑스 정부는 진퇴양란에 빠졌다고 볼수 있다. 이에 본 연구에서는 프랑스 정부의 노동정책이 추진된 목적과는 달리 어떻게프랑스 노동문화에 영향을 끼쳤는지를 살펴본다. 한편 ‘조기은퇴문화’, ‘중고령층의 낮은노동참여’ 등의 문제를 해결하기 위한 프랑스 정부의 지속적인 노력을 살펴본다. 물론아직까지 프랑스 정부의 정책적인 효과가 뚜렷하게 노동시장에서 중고령층의 노동참여증가로 나타나고 있지는 않다. 하지만 고령화로 인한 노동시장에서의 사회적 갈등을 해결하기 위해 프랑스 정부가 사회적 대타협을 이끌어 내는 과정은 급속한 고령화를 격고있는 우리나라의 고령자 노동 정책에 주는 시사점도 매우 크다.
Abstract
The study will be an objective analysis and evaluation on policy on the promotion of the employment of 50-64 year-olds. France even used the retirement system in this fight against unemployment and for jobs. Lowering the retirement age from 65 to 60, as occurred in 1983, was a full part of this policy of compensating older age (such as a groups for not working) with the goal of reducing the supply of labor. In turn, it broadened the impact of early exit schemes, as the latter shifted toward 55-60 year-olds, since 60-65 year-olds had already gone on retirement. On the one hand, demographic ageing and the increased pressure of early exit on welfare expenditures has made this reform ever more necessary and inevitable in France. On the other hand, the snow-balling process of eliminating older wage-earners from the labor market has made it ever more arduous, since any attempt would now have to cope directly not just with the question of reforming retirement but also with the problem of managing jobs at the end of careers. Since the early 1990s, France have oriented their interventions along three main lines: (a) restricting early exit, (b) introducing measures for retaining older workers, and (c) postponing retirement through pension reform. In this paper, the recent situation of elderly employment in France as well as the French government’s policy efforts to support it, are widely discussed.
