사회적 기업에 대한 개념은 1990년대 초·중반 유럽에서 처음 등장하였지만, 이 주제에 걸 맞는 사회적 기업가들은 이미 19세기 유럽에서 사회적 빈곤층을 구제하기 위하여 활동하고 있었다. 이제 유럽에서는 사회적 기업이 증가하는 사회적 문제에 대해 효율적으로 그리고 지속적으로 대처할 수 있는 제도적 장치로써 인식되고 있다. 독일 역시 이러한 개념을 강력한 복지정책의 형태로 활용하고 있으며, 이들의 활동영역은 전통적인 복지영역에서부터 금융서비스 및 지역경제개발에까지 미치고 있다. 우리나라는 2007년 사회적 기업을 제도화하고 이를 보다 체계적으로 육성하기 위하여 ‘사회적기업 육성법’을 제정하였다. 이 법은 원래, 1997년 외환위기를 극복하고자 공공근로와 정부지원으로 일자리를 확대하려는 목적에서 출발하였다. 그러나 이는 일시적인 현상에 그치고 말았다. 따라서 한국사회는 사회적 서비스에 대한 수요의 증가와 고용 없는 성장 구조에 대한 방안으로써 유럽의 모델에 대해 논의하기 시작하였다. 그 결과 사회적 기업이 수익을 창출하고 스스로 성장할 수 있는 영업모델임을 인식하였다. 그러나 여전히 한국의 사회적 기업들은 많은 문제들을 해결해야 한다. 이 논문은 독일의 사회적 기업에 대한 제도를 통해 한국의 사회적 기업 제도에 대하여 시사점을 제시하고자 하였다.
Abstract
The concept of social enterprises was officially formed in the early of 1990s. However, there were already social entrepreneurs in the 19th century among European countries in order to assist the socially unprivileged people. In Europe, social enterprises are now recognized as an institutional mechanism to handle with social problems effectively and consistently. Germany also use the concept as a powerful form of welfare policy. These activities have influenced the traditional welfare area, financial services, and local economic development. In 2007, South Korea enacted the ‘Social Enterprise Promotion Act’ in order to institutionalize the social enterprise and develop it more systematically. The act was established to overcome the economic recession in 1997 and increase the number of jobs through public service and government supports. However, it ended as a temporary phenomenon. Thus, the Korean society started to consider the European model as a way to handle demands for social services and growth without any employments. As a result, the social enterprises were recognized as a business model that generates revenue and grows by itself. Nevertheless, the Korean social enterprises must solve various types of problems. This study is aimed to suggest implications for the social enterprises in Korea after the analysis of the German model.
