본 논문은 독일 환경운동의 성공적인 녹색당이행을 정치적 기회구조와 행위자 전략 간의 상호작용으로 설명한다. 독일의 혼합제와 온건다당제는 군소정당의 진출과 소수집단의대표성을 제도적으로 보장하는 유리한 정치적 기회구조로 파악될 수 있다. 더욱이 사민당의 우경화로 인하여 형성된 정당경쟁체계의 공백은 녹색당의 정당체제 진입에 유리한 조건을 형성하였다. 그러나 정당이행 성공의 결정적 변수는 이러한 정치적 기회구조를 능동적으로 활용한 전략적 행위라고 할 수 있다. 본 논문은 행위자 전략으로서 연정전략 외에특히 선행연구에서 간과되어 온 당내 역학관계에 주목하였다. 독일 환경운동 내에는 광범위한 이념적 스펙트럼이 포괄되었으며 분파 간 이념적 대립과정에서도 통합정당의 구축과유지라는 지점에서 광범위한 합의가 존재하였다. 통합에 관한 광범위한 합의는 몇 차례에걸친 당내 노선투쟁에도 불구하고 단일한 정당세력으로서의 녹색당 존립을 가능하게 하였으며 이는 녹색당의 정당체제 안착에 중요한 영향을 미쳤다. 사민당과의 적극적인 연정및 ‘동맹 90(Bündnis 90)과의 통합 역시 녹색당의 성공적인 정당이행을 가능하게 했던 중요한 전략 요인으로 볼 수 있다
Abstract
The transition from environmental movement to Green Party could be explained through two factors, namely structure of political opportunities and actors'strategy. With respect to political opportunities, this article focuses especially on German mixed electoral system, which institutionally guarantees relative high representation of minorities, and political vacuum on the left spectrum caused by the right-turning of Social Democratic Party. As to factors of actors' strategy this article focuses on internal power relations and coalition strategy within the party. The German Green Party maintained integration and unification in spite of intensive conflicts between diverse Factions. The active coalition strategy also contributed to successful transition to a political party. The combination of the active actors' strategy and the positive opportunities have made a successful adaptation of German Green Party to the current party system possible.
