원조투명성 증진을 위한 스웨덴의 국제개발협력 정책 분석: 국제원조투명성기구 (IATI)가입과 원조투명성지수(ATI)를 중심으로

초록

이 글은 최근 원조투명성의 필요성을 강조하고 있는 국제개발협력의 흐름에 주목하여이 분야에서 주도적이고 모범적인 역할을 담당해온 스웨덴 정부의 원조투명성 확보를위한 정책추구 과정을 살펴보고 그 추동력의 배경과 정책적 특징을 분석하는 것을 목적으로 한다. 공여국간 조화로운 원조를 가능하게 하는 원조투명성에 관한 논의는 최근국제개발협력 분야의 쟁점 이슈로 부각되고 있다. 또한 수원국 내 ODA 정책의 효과성증진 및 예측 가능성의 확보를 위해서 ODA 정책의 투명성이 필수적인 요인으로 꼽히고 있다. 이와 같은 맥락에서 본 연구는 이 분야에서 주도적인 역할을 맡고 있는 스웨덴 정부의 원조 투명성 확보를 위한 정책적 특징을 분석하였다. 스웨덴은 100% 비구속성 원조를 공여할 뿐 아니라 다자기구를 통하여 ODA를 집행함으로써 국제개발협력 정책의 투명성을 확보하기 위해 노력하고 있으며, 이에 따라 원조투명성지수(ATI)의 점수도높다. 스웨덴의 ODA 정책과 ATI를 분석함으로써 향후 한국 정부가 원조투명성기구(IATI) 가입을 실현하고 원조 정책의 투명성 확보를 위한 기술적, 제도적 개선 방안을모색하는 데 함의점을 찾고자 한다.

Abstract

This paper notes the trends of international development cooperation emphasizing the importance of aid transparency, and examines the policy procedures of the Swedish government, which has provided a leading influence in securing aid transparency, in order to analyze the characteristics and motives of the policy. Aid transparency, which enables harmonious aid delivery between donor states, has recently become a noted issue. The improvement of foreign aid transparency is considered a necessary factor for increasing aid effectiveness. On this note, this paper analyzes the policy characteristics of the Swedish government, which plays a leading role in promoting aid transparency. The paper seeks to provide meaningful information for the Korean government in seeking membership in the IATI, as well as improving its aid delivery policies and institutions.
