OECD 공여국 대외원조 분배의 결정요인: 거버넌스와 예산의 투명성을 중심으로

Determinants of Aid Allocation: Governance and Budget Transparency in Recipient Countries

초록

본 연구는 OECD 공여국이 대외원조 분배를 결정할 때 수원국의 특성으로 거버넌스의 수준과 예산의 투명성과 분배 결정 간의 관계를 실증적으로 분석하고자 한다. 선행연구는 수원국의 거버넌스 수준이 대외원조 총액에 미치는 영향에 대해 다양한 결과를 제시해 왔 다. 본 연구는 이러한 관계가 거버넌스 전반적 수준뿐만 아니라 예산의 투명성에 따라 다 를 수 있음을 제시한다. 이를 위해 본 연구에서는 2006년부터 2021년까지 46개 공여국이 87개 수원국에게 배분한 대외원조 데이터를 구축하여 분석하였다. 분석결과, 수원국의 예산의 투명성이 높을수록 대외원조 총액이 증가하는 것으로 나타난 반면, 거버넌스 수준과 대외원조 총액은 부(-)의 관계를 보여준다. 한편, 수원국의 예산의 투명성이 높을 때 거버 넌스 수준과 대외원조 총액은 유의미한 정(+)의 관계가 있음을 실증적으로 제시한다.

Abstract

This study aims to analyze how the level of governance and budget transparency in recipient countries influences donors’ aid distribution and how the relationship between governance and aid distribution varies depending on the level of budget transparency. Previous studies have provided divergent findings regarding the effects of the recipient’s governance level on aid allocation. This study attempts to provide one possible explanation: donors consider both the level of budget transparency and governance of recipient countries when they distribute aid. The study focuses on aid given by 46 OECD donors to 87 recipient countries from 2006 to 2021. The empirical findings show that donors tend to give more aid to countries with greater budget transparency. Additionally, it finds that the positive relationship between the level of governance and aid allocation is only significant when the level of budget transparency is high in recipient countries.
