비구속성 원조에 대한 논의 및 유럽연합의 개발효과 지향적 공적개발원조 정책

초록

원조는 오랜 기간 선진국의 주요 외교정책으로 간주되어 왔다. 선진국이 행하는 원조동기는 크게 인도주의적 동기 및 정치외교적 동기와 경제적 동기로 구분할 수 있다. 국제사회는 선진공여국의 원조 동기를 구분하기 위한 다양한 기준, 수치, 지표를 개발하여왔으나 명확한 분류는 사실상 힘든 실정이다. 이에 본 논문에서는 개발 원조의 동기를 구속성 원조(tied aid) 및 비구속성 원조(untied aid) 및 부분적 비구속성 원조(partially untied aid)로 분류하여 이에 따른 결과적 효과성을 분석하였다. 이를 위해 본고에서는 우선 비구속성 원조의 개념을 명확히 제시하며, 유럽연합의 공적개발협력 현황 및 정책 방향성을 분석하였다. 또한 유럽연합 내 ODA 주요 공여국 중 독일 및 스웨덴의 비구속성 원조 현황과 정책방향성을 고찰하였다. 독일과 스웨덴은 EU 내 최대 공여국 혹은 GNI 대비 ODA 비율 최대 국가이나 비구속성 원조에 대해 적극적이지 않으며, 자국의 원조대상국 지정 기준 및 선택적 국제협력 이슈를통해 개발효과를 높이고 있다.

Abstract

Official Development Assistance has long been regarded as a major foreign policy of developed countries; aid motivations conducted by developed countries can be largely divided into humanitarian, political - diplomatic motivations and economic motivations. The international Society has developed various standards, figures, and indicators to distinguish the motivation of aid from advanced donors, but is difficult to classify them. This paper focused on the result-based interpretation of the motivation of ODA, that is, development effectiveness. In other words, the motivation of development aid is classified into tied aid, untied aid, and partial untied aid. And the resulting effectiveness is analyzed. This study first clearly presents the concept of untied aid. Next, the history of public development aid and the current status of global ODA were studied. Furthermore, the current status and policy direction of the European Union’s ODA were analyzed, and through this, the main characteristics of non-constraint aid were examined along with the transition to development effectiveness in the field of ODA.
