미중갈등하의 한-이탈리아 전략적 동반자 관계의 전망

초록

한국과 이탈리아는 1884년 수교 이래 지속적인 우호 관계를 유지하여왔다. 2018년 양자는 외교 관계를 전략적 동반자로 격상시키면서 지역및 글로벌 외교에서도 긴밀한 협력을 발전시키고 있다. 이 논문은 미국과중국이 전략적 경쟁을 전개하는 상황 하에서 중견국의 위상을 지니고 있는 두 나라가 어떠한 역할과 관계 정립을 해나갈 수 있는가를 중점적으로분석하였다. 연구를 통해 한국과 이탈리아는 각자가 소속한 지역에서의 국제관계를최우선시하는 관행을 탈피하기는 어렵지만 국제환경의 변화로 인한 다양한 안보 이슈들에 대한 대응에서 협력의 잠재력이 지대하고, 무역 및 투자분야에서도 상호 간 발전의 여지가 있으며, 특히 제3국에서의 공동보조를 통해 이해를 증진시킬 수 있다는 점을 강조하였다. 양자는 과거에도유엔에서의 민주적 변화를 위한 연합에 동참하여 함께한 경험이 있으므로 앞으로도 분야별로 협력의 가능성이 열려 있다고 보았다. 특히 양자는가치와 이해를 공유하는 선택의 파트너십을 지향하고 있으므로 다자외교에서 아젠더의 공동 발굴 등 전향적인 보조가 기대되고 있다. 그간 서유럽국들은 동아시아의 문제에 대해 지리적 비근접성을 들어직접적 이해를 가지고 있지 않다는 주장들이 대세였으나, 근자에는 이들도 인도태평양 전략에 대한 관심을 제고하고 그 대응을 해나가고 있다는 점에서 양국의 협력을 보다 구체화할 필요가 있으며, 이는 정기적인 전략대화를 통해 실현시켜나갈 수 있을 것으로 기대된다.

Abstract

Both Korea and Italy started their diplomatic relationship back from 1884. This particular ties are continued with mutual friendship and respect in due course. Though interrupted during the Japanese colonial rule during 1910 to 1945, it reopened and managed as normal ties aftermath of the Second World War. Italy sent a hospital manpower throughout the Korean Civil War. In 2018, on the occasion of state visit to Rome, both parties agreed upon to upgrade and establish the so called strategic partnership between the two. Thereafter Korea and Italy have been cooperating through strategic dialogues irrespective of COVID-19. This paper attempts to figure out and provide insightful ideas as to the strategic partnership between Korea and Italy, under the Sino-US rivalry. Since both are to indulge in respective regions and therefore there is no great room for them to have close and enforced ties, this paper argues that both parties should engage more in other’s key interest areas, given that global situation still promotes multilateral arrangements. Both are typically middle power countries and look for partnership of choice where not only interest but also like mindness matter. These could be materialized when it comes to multilateral venue in commonly providing agenda setting abilities. Until recently, European countries took neural positions as to East Asian matters due to geographical non-proximity. However, it is highly demanding the cooperation in non-traditional security concerns such as climate change, maritime and cyber securities. In fact, some countries in Europe prepared Indo-Pacific Strategy in confrontation, in particular, with rising and assertive China. It is believed that both Italy and Korea could be assets in the inter-regional and global cooperation.
