EU의 COVID-19 대응 사례연구: 허위정보 대응을 중심으로

COVID-19 사태의 장기화로 인해, 전 세계에서 다양하게 대응하고 있다. 본 논문은 EU의 COVID-19 공식적인 대응 사례 5 가지(1. 백신 확보, 2. 경제적 지원, 3. 공중보건 프레임워크 구축, 4. EU 영내의 안전한 이동, 5. 허위정보 퇴치)를 살펴보고, EU가 직면한 위기대응을 검토하고 시사점을 도출하고자 한다. 위의 공식적인 대응 중 마지막 대응인 허위정보는 EU의 내부적 그리고 국제사회에 있어서의 도전을 야기하기 때문에 그 중요성이 더 크다고 볼 수 있다. 현재 EU는 허위정보퇴치에 관하여 관련 홈페이지를 구축 및 운영하고 있으며, 다양한 사례를 사람들이 알기 쉽도록 게시물을 제작하여 올리고 있다. 하지만, 본 논문에서는 COVID-19 관련 허위정보에 대한 게시물 수가 2020년 6월 이후 급감한 부분에 있어, EU의 적극적인 대응이 약해졌음을 일부 확인할 수 있었다. 따라서 본 논문은 EU가 허위정보퇴치나 COVID-19에 따르는 적극적인 조치를 EU 시민들에게 홍보할 필요가 있고, 팩트체크(factcheck)와 부정적인 내러티브가 발생하지 못하도록 예방하는 차원에서 전문가를 구축할 것을 요구한다. 또한 EU가 국제사회의 공조를 구하여 허위정보를 통한 인포데믹(infodemic) 확산 방지를 위한 노력을 기울일 것을 요청한다.
Abstract
COVID-19 has become a persistent and prolonged global issue, so the global actors have put their efforts into tackling the crises after the pandemic. In this context, this paper attempts to look at the EU’s five official responses to COVID-19 (1. securing safe and effective vaccines for Europe and the World, 2. Economic measures, 3. public health, 4. borders and mobility and 5. fighting disinformation). Subsequently, it focuses explicitly on the EU’s disinformation management by looking at the official disinformation management homepage (www.EUvsDisinfo.eu). The results show that the EU’s COVID-19-related crisis management mechanism was not well informed among the public. Moreover, the number of postings about COVID-19 disinformation has been decreasing since June 2020. In conclusion, this paper calls for further pro-active crisis management about infodemic from the EU and South Korea.
