이 논문은 전 세계를 휩쓸고 있는 COVID-19 감염병 위기 발발 이후의유럽에서 발발한 여러 갈등들과 이를 극복하려는 유럽의 회복력과 대처방안들을 연구한 논문이다. 코로나가 발발한 이후 전 세계적인 팬데믹이되면서 유럽 또한 예외 없이 위기를 맞았고 대응에 대한 비판도 속출하였다. 이러한 초기의 혼란으로 일어난 여러 가지 갈등에는 경제위기, 거버넌스의 대응이 늦은 것에 대한 비난, 아시아 이민자와 난민들에 대한 혐오, 극단적인 세력의 대두 등이 있다. 그러나 이러한 문제들에도 불구하고 서서히 유럽연합이 회복력을 보여주며 갈등을 극복하고 있는 과정이라는 주장도 존재한다. 이에 본 논문에서는 팬데믹 극복을 위한 유럽연합의 경제적인 조치는 물론 정치적인 거버넌스 회복 조치들의 현재 상황을살펴보고 이러한 조치들이 어떻게 갈등을 극복해 나가는지를 고찰하며이러한 일련의 과정이 한국의 포스트 코로나 정책에 주는 시사점이 무엇인가를 알아보는 것을 연구목적으로 한다. 이제까지의 세계화의 정도가다시 분절된 세계로 돌아가기에는 너무 많은 길을 왔으며 세계화가 위기를 맞이한 점은 인정하면서도 인간적인 더욱 바람직한 세계화로 나가야한다는 의견이 나오고 있는 현재의 유럽에 대한 연구는 현재 미-중 대결에있어서 시시각각 변화하는 동북아 지역의 우리에게 주는 시사점이 있다
Abstract
This paper studies the various conflicts that have arisen in Europe since the outbreak of the COVID-19 pandemic, which is sweeping the world, and Europe's resilience and countermeasures to overcome them. Since the outbreak of Corona, Europe has faced a crisis without exception and criticism of its response has been mounting. Many of the conflicts caused by this early turmoil include the economic crisis, criticism of the slow response of governance, hatred of Asian immigrants and refugees, and the emergence of extreme forces. Despite these problems, however, there are claims that the EU is slowly showing resilience and overcoming the conflict. The purpose of this paper is to examine the current situation of economic and political governance recovery measures in the European Union to overcome pendemic, and to examine how these measures overcome conflicts, and to find out what implications this series of processes has for Korean post-corona policy
