동 연구는 포르투갈의 COVID-19 확산에 따른 대응정책을 분석·검토하고 정책의 사회적 영향을 관찰하는 것에서 출발한다. 바이러스의 급속한 확산에 대응하는 과정에서 EU 회원국으로서 포르투갈은 EU 공동정책에 조화되는 모습을 보임과 동시에 국가 고유의 특성이 반영된 정책이 특수한 사회적 영향을 낳기도 한다. 이러한 상황이 다른 변수와 연동되면서 구성원들에게 혼란과 사회적 갈등을 초래할 수도 있다. 특히 COVID-19의 확산은 그동안 유럽의 역사와 이미지 그리고 솅겐 조약 등 제도적 장치를 바탕으로 활성화되었던 관광산업의 몰락을 가져왔고, 관광산업 의존도가 높은 포르투갈 경제에 부정적인 전망을 안겨줬다. 하지만 이와 같은 부정적인 상황에도 불구하고, 포르투갈 정부와 사회는 현 상황을 극복하기 위해 꾸준히 정진하고 있다. 이는 한국과의 관계에서도 협력 가능성 모색을 위한 시사점을 제공한다. 특히 이러한 협력 가능성 모색을 통해 기존의 EU 회원국으로서 논의되었던 협력 방안과 함께, 양자 간 한-포 협력에 관한 구체적인 방안들을 공동 구상할 기회가 마련될 수 있다는 점에 주목해야 한다.
Abstract
This study gives an overview of the policy of Portugal in respond to the spread of COVID-19, observing social impacts and variability. As an EU member state, Portugal is trying to harmonize with the EU common policy in the process of responding to the rapid spread of the virus. On the other hand, this southern European country also implements policies that reflect the unique characteristics of society, which may lead to external conflicts with the EU or internal conflicts within the domestic society. In particular, the COVID-19 outbreak brought about the collapse of the tourism industry which had been active based on the history and image of Europe and institutional arrangements such as the Schengen Agreement. This situation will have a very negative impact on the Portuguese economy, which is highly dependent on the tourism industry. Nevertheless, the Portuguese government and society are constantly making efforts to overcome the situation, and this aspect offers the possibility of cooperation in relations with Korea. Now is the time to explore specific ways of bilateral cooperation between Korea and Portugal, along with the cooperation previously discussed as EU member states.
