유럽 기후 관련 예산제도 사례 연구: 한국에의 정책적 시사점

기후 주류화 정책의 통합수단으로서의 예산의 역할은 더욱 강조된다. 본 논문에서는온실가스 감축목표와 예산을 연동한 기후 관련 예산제를 시행하고 있는 프랑스와 노르웨이 사례에 대해 분석하였다. 프랑스의 경우 2021년 중앙정부 차원에서 녹색예산을 실행하고 있으며, 오슬로 시는2017년 예산부터 온실가스 감축목표 달성을 위한 거버넌스로 기후예산제를 도입해 적용하고 있다. 프랑스의 녹색예산, 노르웨이 오슬로시의 기후예산은 탄소중립 및 기후변화목표달성에 필요한 자원 배분의 효율성과 효과성을 높이는 중요한 수단으로 작용하고 있다. 이는 탄소중립 목표달성을 위한 예산의 효과성 평가가 중요하다는 점을 시사한다. 한편, 국내에서도 중앙정부와 지방정부 차원에서 탄소중립 정책과 예산 연계에 대한제도적 기반을 마련하고 있다. 그러나 기후 관련 예산제도의 실질적 운영을 위한 명확한지침과 예산운영의 구체적인 방법론이 부재한 실정이다. 이에 본 연구는 선제적으로 기후 관련 예산제도를 도입한 프랑스와 오슬로 사례분석을 통해 국내 기후예산 도입에 대한 정책적 시사점을 도출하였다.
Abstract
The role of the budget as an integrated means of mainstreaming climate policy is highly emphasized. This study analyzed the cases of France and Norway implementing climate-related budget systems. In the case of France, the green budget has been implemented from 2021, and the city of Oslo has introduced and applied the climate budget system to achieve the greenhouse gas reduction goals from the 2017 budget. France's green budget and Oslo's climate budget are important means of increasing the efficiency of resource allocation to achieve climate change goals. This suggests that it is important to evaluate the effectiveness of the budget for achieving the climate change goals. In Korea, the institutional basis for linking carbon-neutral policies and budgets is being prepared at the central and local government levels. However, there is no specific methodology for the actual operation of the climate-related budget system. Accordingly, this study presented policy implications for the introduction of climate budgets in Korea through case analysis of France and Oslo, which preemptively introduced climate-related budget systems.
