한국과 EU의 기후조치 이행 격차 분석

EU는 기후규범을 마련하여 회원국을 위한 대응 전략을 마련할 뿐만 아니라 한국을 비롯한 주변국과 협력하고 국제규범을 마련하고 이행하기 위해 주도적인 역할을 해왔다. 그러나 한국의 기후조치는 이러한 EU의 노력에도 불구하고 기후규범에 적극 참여하지 않고 있다. 이러한 기후 조치 이행 격차의 원인을 파악하기 위하여, 본고에서는 EU의 기후규범 내재화의 성과를 EU와 한국의 제도와 인식 차원에서 분석하였다. 분석결과, 제도적 이행과정에서 한국은 추진체계에 대한 이해관계자의 제한적 참여, 모순적이고 불충분한 법적 근거를 가지고 행정부의 재량에 따라 운영되고 있다. 그리고 인식 차원에서는 정부 신뢰가 낮고 경제성장에 대한 여론의 인식이 기후조치보다 우선하여 그 결과로 기후조치에 대한 조세저항과 같은 저조한 지지가 발견되었다. 이는 유럽이 오랜 기간 축적한 다층적 기후정책 거버넌스를 통해 기후담론이 기후준칙에 근거하여 광범위하게 확산되고 EU와 회원국에 내재화가 이루어지는 접근방식과 차이가 있다. 따라서 한국이 EU의 기후규범에 대한 정치적․사회적 공감과 참여를 도모하기 위해 시민 또는 조직에 임파워링을 제공하는 방안을 제시하였다.
Abstract
The EU has played a leading role in developing climate norms and response strategies for its member states, as well as cooperating with neighboring countries, including South Korea, to develop and implement international norms. However, despite the EU's efforts, South Korea has not actively engaged with climate norms. To understand the reasons for this gap in climate action implementation, this paper analyzes the EU's performance in internalizing climate norms at the institutional and perception levels in the EU and South Korea. The analysis shows that in its institutional implementation, South Korea operates at the discretion of government departments, with limited stakeholder participation in the implementation framework and a contradictory and insufficient legal basis. At the perception level, low trust in government and public perceptions of economic growth take precedence over climate action, resulting in low support for climate action, such as tax resistance. This differs from Europe's long-standing approach of multi-layered climate policy governance, where climate discourse is widely diffused and internalized in the EU and its member states based on the Climate Code. Therefore, Korea has proposed to provide ‘empowerment’ to citizens or organizations to promote political and social consensus and participation in the EU's climate norms.
