이 연구의 목적은 지방재정의 ESG 통합 관점에서 온실가스감축인지예산제를 도입한 선도 지자체 사례를 분석하여 탄소중립을 위한 재정수단으로서 가능성과 한계를 탐색하고자 한다. 기후리스크 영향이 가시화되고 코로나19 팬데믹을 계기로 ESG 대응이 중요한 이슈로 부각되었으며, 재정적 지속가능성과 환경적 지속가능성의 관계에 대한 인식이 증가하였다. 녹색예산제는 기후변화와 환경문제에 대응하여 재정 효율성을 높이는 동시에 공공의 ESG(환경, 사회, 지배구조) 책임을 강화하는 중요한 수단이다. 우리나라도 탄소중립친화적 재정의 일환으로 2022년부터 온실가스감축인지예산제를 시행하고 있다. 온실가스 감축 기여(E) 및 거버넌스(G) 측면에서 서울시, 경기도, 경상남도, 대전광역시 대덕구 사례를 분석한 결과 온실가스 감축 및 예산 우선순위 조정 기제로서의 가시적인 성과는 미흡한 것으로 나타났다. 하지만 제도적인 뒷받침이 없는 가운데 3-4년 동안 선제적으로 지방재정에 적용한 결과 그 가능성과 잠재력을 엿볼 수 있었다. 내부 및 외부 이해관계자의 참여와 협력은 지자체 특성에 따라 차이가 있었으나 전문가 참여에 비해 예산부서, 의회, 시민의 참여는 부족한 것으로 분석되었다. 온실가스감축인지예산제의 효율적인 운영을 위해서는 예산의 온실가스 영향 분류체계와 기준 정립, 정량적인 감축효과 산정 방법의 고도화가 필요하며, 감축에 기여하는 제도, 조사와 연구, 교육훈련, 규제, 거버넌스 등 정성 사업의 중요성에 대해서도 인식할 필요가 있다. 무엇보다 거시적인 관점에서 지자체 온실가스 감축목표 달성 수단으로서 제도의 효용성을 높이는 노력이 중요하다. 또한 온실가스감축인지예산서를 공개하여 투명성을 높이고 예산 과정에 다양한 이해관계자가 참여하는 거버넌스를 구축할 필요가 있다.
Abstract
This paper aims to explore the potential and constraints of the Greenhouse Gas Reduction Responsive Budgeting as a financial instrument for achieving carbon neutrality. This will be accomplished through the examination of case studies involving local governments that have incorporated this system with ESG principles into their financial structures. Climate risk has become more significant, especially with the impact of the COVID-19 pandemic, raising awareness about the interconnectedness of financial and environmental sustainability. Green Budgeting not only enhances fiscal efficiency but also strengthens public ESG responsibilities, especially in the context of climate change and environmental challenges. The findings indicate that the visible outcomes related to greenhouse gas reduction performance and the mechanisms for adjusting budget priorities were insufficient. Nevertheless, even in the absence of institutional support, proactive application in local finance over a span of 3-4 years has revealed its potential and latent advantages. Stakeholder engagement varies by local government, with citizen participation identified as an area needing improvement. In summary, it is of utmost importance to undertake comprehensive, high-level efforts to optimize the system’s effectiveness in achieving local greenhouse gas reduction objectives. Additionally, enhancing transparency can be achieved by publicly disclosing the Greenhouse Gas Reduction Budget Statement, while implementing governance structures that encourage the active engagement of a diverse array of stakeholders in the budgeting process.
