드골과 케네디의 대립과 이탈리아의 국내정치: 이탈리아의 첫 ‘중도좌파’ 정부 형성을 중심으로

이 연구는 유럽통합, 대서양전략, 데탕트 등을 두고 나타난 프랑스와 미국과의 대립과 ‘좌파에 대한 개방’으로 대표되는 당시 이탈리아 국내정치가 서로 밀접하게 연계되어 있었음을 밝히기 위한 것이다. 이러한 갈등의 주인공이었던 드골과 케네디의 대립 속에서 케네디가 왜 이탈리아의 ‘좌파에 대한 개방’에 관심을 가졌는가를 드골과 케네디의 ‘대계획(Grand Designs)’의 차이 속에서 찾는다. 드골의 민족주의, 반공주의, 보수주의적 정책은 이탈리아에서 보수세력과 혁신세력 간의 정치대결을 확장시켰으며, ‘좌파에 대한 개방’ 과정을 가속화시키는 계기를 마련해 주었다. 한편 케네디의 외교정책 속에서 이탈리아는 유럽에서 반대서양적인 드골을 견제할 수 있는 중요한 국가였고, 이탈리아에서 ‘좌파에 대한 개방’은 케네디의 새로운 냉전전략인 뉴프론티어(New Frontier) 정책의 시험대 역할을 할 수 있는 정책이었다. 따라서 케네디 행정부는 이탈리아에서 ‘좌파에 대한 개방’을 지지하면서 이 정책이 성공할 수 있도록 직간접적으로 지원했다.
Abstract
Kennedy, caused mainly by the strategic differences on European Integration, Atlantic Alliance and Détente, had an impact on the Italian internal politics characterized by the so-called ‘Opening to the Left’. This study discovers the reason why Kennedy was interested in ‘Opening to the Left’ in Italy, in the differences between his ‘Grand Design’ and that of De gaulle. De Gaulle’s nationalistic and conservative policies had made broad the Italian political confrontations between the conservative forces and the progressive ones, and speeded up the process for the ‘Opening to the Left’. ‘Opening to the Left’ could be a strategy for Kennedy to balance De Gaulle, and a test board for his new cold war strategy, the ‘New Frontier’. Kennedy Administration, thus, supported by all means Italian progressive forces who were trying to draw the PSI into the government.
