프랑스 지식인들의 ‘탈(脫)자본 국제주의’ 운동: 대안 세계화 운동을 중심으로

신자유주의적 세계화 진영이 추구하는 ‘자본의 국제주의’가 전 지구적 차원에서 날로 확장되고 있다면, 이에 저항하는 대안세계화 운동단체들의 ‘탈(脫)자본 국제주의’ 도 점차 힘을 얻고 있다. 주목할 만한 사실은 ‘자본의 국제주의화’에 저항하며 ‘탈자본의 국제주의화’의 논리와 실천 운동을 주도하는 이들의 대부분은 프랑스 지식인들 이라는 점이다. 이 글은 ‘자본의 국제주의’에 맞서온 프랑스 지식인들의 ‘탈 자본의 국제주의’ 운동을 살펴본다. 프랑스의 대표적인 ‘탈자본 국제주의’ 시민단체들로는 세계사회포럼(WSF)과 국제투기자본 감시기구인 ‘시민지원을 위한 국제금융거래 과세연합’(ATTAC) 등을 꼽을 수 있으며, 이들 단체와 일반 시민들을 연결하는 미디어 공간으로는 <르몽드 디플로마티크>를 들 수 있다. 특히 <르몽드 디플로마티크>는 두 단체의 이념적 기반과 실천운동의 방향을 제공하는 한편, 주요 편집간부들이 두 단체의 핵심 이데올로그로 참여하고 있다. 프랑스 지식인들의 전통적인 현실참여는 에밀 졸라의 드레퓌스 사건 개입에서처럼, 이단적, 비주류적 입장의 선택, 과학적 연구와 정치적 개입을 결합시키려는 의지, 민주주의의 이상에 대한 신념이라는 차원에 서 일정한 연속성을 보여준다. 여기서는 지구적 대안세계화운동의 구심점으로 떠오른 프랑스 지식인들의 사회참여가 어떤 맥락에서 이뤄지고 있는지 고찰하고, 이들의 대표적인 활동의 장을 분석하고자 한다.
Abstract
This article views the internationalism of the out-of-capital by French intellectuals who are leading alter-globalization movements such as the World Social Forum(WSF), ATTAC(Association pour une Taxation des Transactions Financieres I’aide aux Citoynes), and Le Monde diplomatique. It discusses French intellectual's roles and their philosophies in alternative globalization movements. In addition, it treats the rising backgrounds, subjects, idelogies, organizations and strategies of WSF, ATTAC and Le Monde diplomatique in comparision with the neo-liberal globalization. As the globalization's negative effect prevails, the various alter-globalization movements, which was seeking an internationalism of out-of capital, draw support from every corner of the globe. While the main charactristic of the participants of WSF and ATTAC is the combination of various social movements which persuit various agenda, Le Monde diplomatique has an aim to diffuse the alternative idelogies and philosophies against the neo-liberal globalization. French intellectuals try to realize their logic of internationalism for the out-of-capital, through all their intellectual works, media activities and political intervention.
