세계사회포럼은 무엇보다도 자본의 신자유주의적 세계화에 대한 전 세계 사회운동의 국제적 대응이다. 자본주의적 세계화에 의해 나타나는 도전들, 즉 제재받지않는 투기적 금융시장, 제3세계의 거대한 부채와 빈곤, 환경 파괴, 생태 위기 등은지구적 규모에서 해결을 요청하고 있다. 세계사회포럼은 이러한 시대적 요구에 대한 사회운동의 국제적 대응이다. 이 글은 세계사회포럼을 하나의 운동으로 파악하여 조직을 둘러싼 몇 가지 쟁점들과 전략의 변화에 초점을 맞추어 분석한다. 세계사회포럼은 범위에 있어서 전 세계적일 뿐 아니라 지금까지 어느 누구도 시도하지못한 새로운 형태의 운동이다. 세계사회포럼의 조직을 둘러싼 주요 쟁점으로는 포럼을 공간으로 볼 것인가 아니면 운동으로 볼 것인가 하는 조직형식에 관련된 쟁점,포럼 프로세스를 실질적으로 관장하는 조직위원회와 국제위원회의 기능과 역할을둘러싼 쟁점, 정당 참여 문제를 핵심으로 하는 참여 범위를 둘러싼 쟁점들이 있다. 세계사회포럼은 틀이 확정되지 않은 열린 공간이기 때문에 참여자들이 만들어나가는 무정형적인 운동이다. 따라서 세계사회포럼의 전략 또한 참여자들의 의지에 따라 다양하게 나타난다. 실제로 그동안 세계사회포럼은 다양한 형태의 진행 방식을실험했으며, 개최의 장소나 주기도 변해왔다. 이러한 변화는 기본적으로 참여자들의 의지가 반영된 것으로 볼 수 있으며 앞으로도 그러한 변화의 가능성은 열려 있다. 여기에서는 세계사회포럼의 주요 행사인 토론회 조직 방식의 변화, 포럼의 세계적 확산, 세계사회운동 총회와 지구적 공동행동을 중심으로 지금까지 세계사회포럼 전략의 변화를 추적한다.
Abstract
World Social Forums are above all global responses of the social movements to the neo-liberal globalization. Challenges which have been aroused by the neo-liberal globalization, such as speculative financial markets, huge debts and poverty of developing countries, and ecological crisis, require a solution in the global scales. World Social Forums are international reponses of social movements to these epochal requests. This article analyses World Social Forums in the focus on the issues about organization and the changes of strategies. World Social Forums are new forms of movements which never have been tried as yet. There are several issues about the organization of World Social Forum, such as the question concerning the characteristic of organization form of World Social Forum itself, the question concerning the function and role of the International Council, and the question concerning the participation of political parties and military organizations. As World Social Forums are open spaces they are non-fixed movements which are made by the participants. So the strategies of World Social Forum are various according to the wills of the participants. Actually various forms of World Social Forum processes have been tried. In this article we examine the changes of the strategies of World Social Forums in the focus on the methodology of World Social Forum meetings, the global expansion of Forums, and the International Social Movement Assembly and the global co-actions.
