대안세계화 운동과 새로운 국제주의: 세계사회포럼을 중심으로

이 글은 세계사회포럼의 국제주의를 전통적 의미의 노동자 국제주의를 준거로 조망한다. 세계사회포럼의 등장배경, 주체, 이념, 조직과 전략을 세 차례에 걸쳐 나타났던 인터내셔널 운동과 비교하여 검토한다. 세계사회포럼은 신자유주의적 세계화에 저항하는 운동들이 대안을 모색하는 과정에서 출현했다. 인터내셔널 운동은 노동자계급 중심주의가 관철되었던 점이 특징이라면, 세계사회포럼은 다양한 의제들이 사회운동들과 결합된 점이 주요한 특징이다. 인터내셔널 운동의 이념은 마르크스주의로 수렴된 반면, 세계사회포럼의 이념은 주체가 다양한 만큼 다양하다. 세계사회포럼 참가자들을 1) 제도권 운동, 2) 전통적 좌파, 3) 네트워크 운동, 4) 자율적 운동으로 범주화할 수 있는데 이들은 개혁주의적 지향과 급진적 지향으로 나누어진다. 세계사회포럼은 그 자체로 어떤 특정한 입장을 대변하는 기구나 조직이 아니기 때문에 그 조직과 전략을 인터내셔널의 그것과 직접적으로 비교하는 것은 곤란하다. 여기서는 세계사회포럼의 조직 형태의 특징과 정당 참여 문제, 국제적 차원과 국민적 차원의 투쟁의 결합문제를 검토한다.
Abstract
This article views the new internationalism of the World Social Forum(WSF) in the reference to traditional proletariat internationalism. It discusses the rising backgrounds, subjects, idelogies, organizations and strategies of WSF in comparision with the three International movements. The various anti-globalization movements, which was seeking alternatives, brought the World Social Forum into exist. While the subjects of the three International movements were chracterized by the centrism of working classes, the main charactristic of the participants of WSF is the combination of various social movements which persuit various agenda. While the ideas of International movements converged in Marxism in broad sense, those of WSF are charaterized variousity, which is caused of various participants. Participants of WSF can be classified four categories of institutional movements, traditional lefts, network movements, and autonomous movements. While institutional movements have a reformistic orientation, the others have a radical view against the world capitalist system. As WSF is not an organization which speaks for a specific ideology, it is difficult to compare its strategies to the ones of the Internationals. So we examine the charater of the organization form of WSF, the problem of participation of the parties in WSF, and the problem of combination of national and international struggles.
