대안세계화 운동에서의 Attac의 성과와 한계

본 논문은 반세계화 및 대안세계화 운동의 구심적 역할을 해온 Attac의 성과와 한계를 살펴보는 것을 중요한 과제로 삼는다. 20세기 말부터 지배담론으로 자리 잡은 세계화에 대한 불만이 커지면서 반세계화와 대안세계화 운동이 21세기 들어와 급격하게 확산되어 왔다. 따라서 21세기 신 사회운동 흐름을 이해하기 위해서는 Attac의 활동과 대안세계화 운동에 대한 이해가 전제되어야 한다. 연구결과 발견할 수 있었던 Attac의 성과는 첫째, 국제금융개혁으로 대표되는 대안세계화 운동의 이념적 토대 제공, 둘째, 자율적 조직구조를 통해 지속적인 교육운동을 병행하면서 반신자유주의 활동의 구심적 역할 수행, 셋째, 신좌파운동의 세계적 네트워크로서 기능하는 WSF창설을 주도하면서 신좌파운동의 목표 세우기와 국제적 확산 촉진, 넷째, 금융세계화의 폐해 알리기와 세계경제거버넌스 개혁의 필요성에 대한 인식의 세계화 등에 결정적 기여를 하였다. 하지만 Attac은 조직운영과 의사결정 및 의제설정과 관련해서 창립자 모임의 ‘수평적 독재’를 용인하면서 다른 한편으로 대중의 자발성과 자율성을 기초로 삼는 자기 모순적 한계에 갇혀 정체상태에 머물고 있음을 알 수 있었다. 또한 활동에서 정치를 배격함으로써 아래로부터의 운동이 위로부터의 운동과 상호 결합되어 선순환 구조를 생성하지 못함으로써 대안세계화운동의 구심체로서 역할이 제한받고 있음을 알 수 있었다. 말하자면 최소한의 연대 이상을 넘어서지 못하고 있음을 알 수 있었다.
Abstract
This study analyses the performances of Att ac and its limitations in Alter-Globalization Movement through the research of literature and Homepage of Attac. Major Topics in this article are on what the ideology of Attac affected the development and institutionalization of Alter-Globalization Movement, how Attac has been dealing problems of the neoliberalism and the world governance, on what the alternatives of Attac, on what the criticism on the alternative of Attac. Some findings of this research are as follow. Attac has contributed to the set-up of ideology and world networks on the Alter-globalization movement from below as well as reform alternatives of neoliberal world governance including Tobin tax. However, this contribution simultaneously resulted in the dispute on the limitations of the Keynesian style alternatives including Tobin tax, autonomism of operations, divergence by over-agenda.
