Abstract
This article aims to analyse the changes in the EU’s external representation after the Lisbon Treaty. The Lisbon Treaty is expected to improve the EU’s external representation, the coherence and effectiveness of its external policies, and its visibility in international affairs. However, although it is clear that the Lisbon Treaty provides the EU with better institutional framework for the foreign policy-making and its implementation, its policy process and foreign diplomacy have, to some extent, become even more complicated due to the possible duplication in the external relations responsibilities among the various policy actors involved. Furthermore, while it is often thought that the EU’s supranational nature and political credibility will be enhanced with the entry force of the Lisbon Treaty, the intergovernmental nature of its foreign and security policy process remain largely unchanged. This implies that the Lisbon Treaty dose not bring fundamental changes to the EU's intergovernmental nature in the area of the Common Foreign and Security Policy. Rather, it is still the member states who have the ultimate power to make decisions on the EU’s foreign and security policy.
