유럽의회 상임위원회의대외적 역할과 의원외교

초록

본 글은 유럽의회 상임위원회의 대외적 역할과 이를 바탕으로 한유럽의회의 대외 활동을 분석하는데 목적을 두었다. 그에 따라 다음을결론으로 얻었다. 첫째, 그 기능이 상임위원회를 통해 이루어진다는점에서 유럽의회는 위원회 중심주의를 채택하고 있다. 둘째, 리스본조약 이후 유럽의회와 상임위원회의 권한과 위상이 높아진 것은 사실이나, 사안에 따라 상임위원회 간에도 그 위상에 차이가 있었다. 셋째, 유럽의회에 의해 조직되는 각종 대표부와 상임위원회 간에는 역할분담이 이루어지고 있다. 즉, 유럽의회의 대외적 관계에서 대표부는 현장 활동을 주요 임무로 한다면, 상임위원회는 대표부 사이에서 조정의역할을 담당한다. 오늘날 대외적인 활동영역이 확대되고 있는 유럽의회 사례는 우리 국회에게 있어 독자적인 외교역량을 강화하는 일이시급함을 시사한다.

Abstract

This article analyzed the external role of the European Parliament’s standing committees and the diplomatic activity of the European Parliament. In conclusion, this article found out the following results. First, the European Parliament’s functions and activities take place through its standing committees. The European Parliament, therefore, adopts standing committees-centrism. Second, there are also difference among its standing committees’ status on a case-by-case basis, although the authorities and status of the European Parliament and its standing committees have increased under the Lisbon Treaty. Third, there are role division between delegations and standing committees of the European Parliament. Delegations are active essentially on the international scene, whereas standing committees are primarily focused on the coordinating role among delegations. Today, such a case as the European Parliament that has enhanced the external activities, instructs the National Assembly of the Republic of Korea to urgently reinforce independent diplomatic ability in its own way.
